It seems to me that JT has a good suggestion.  Ban all distractions that could affect driving.  Certainly cell phone usage is dangerous....perhaps as dangerous as texting.  Putting on makeup or shaving while driving is certainly distracting to the driver and to others who can see it.  To just outlaw one thing without a way to deal with the others just makes our vehicle code more complex and difficult.  So, probably we need a law that deals with all of these distractions.

Not only to I agree that all reasonably distracting efforts should be illegal when driving, these should be largely obvious to most people. The only thing that will really help is increasing the cost of getting caught doing them.  If you're caught texting, or anything else in this category, your fee should be a minimum of $500.  $50 isn't going to stop anyone.
