Pepper spray is an alternative. It's available and cheap but requires a permit. The process doesn't sound too complicated. If used effectively, it can stop a strong armed robbery such as this. That's much better than getting punched in the face. But, a person must have the ability to confront the attacker with courage and determination in order for this weapon to be effective. That's not always easy. This may not be an option for older or fail individuals.
California does not require a permit to possess pepper spray, but the container must have no more than 2.5 ounces of product, and it must be labeled that the product is for self-defense only.
Pepper spray disables your attacker, so that you may flee.

I know some people who were really lobbying for more speed bumps to no avail and they got the usual excuses from their city about fire trucks and such, but I'm pretty sure this wasn't one of the cons regarding speed bumps. I guess now it might be good practice to roll your windows up when approaching them.
BTW: I saw the movie Speed Racer hit some bumps in the road. The movie critic in the Time's article gave it a D+. It said the chimp gives the best performance in the movie!
