"We would rate text messaging, listening to a loud DVD player or watching CDs in the family van as far more concerns than a dog and cat laying on someone's lap. People have enough sense to control their animals, or leave them at home." Hmmm, can't think of the last time I've watched a CD, either in someone's "family van" or at home, but maybe I'm behind the times. Have you considered the possibility that even if one of these stupid (oops, PRECIOUS) lap dogs is very well behaved and under the blonde owner's control that a mere bump of a car from behind, a little fender bender, can cause the air bag to inflate, thus crushing Fifi or Bruiser? We require that our precious children be restrained in baby or booster car seats in the middle or back row of the vehicle to protect them. Why should animals pay the cost of possible whiplash, chest crushing or neck snapping due to their owner's need for vanity or status symbol?

Common sense is a very loose term. Several products have been labeled to accomodate the lack of common sense. E.g. Warning the coffee in this cup is hot, keep toaster away from bath tubs. Regardless, there is definetely a better way to utilize time/money.
