I read that Antioch is being sued for responding to disturbance calls. The ones that were being reported happend to be black so they are suing the city for this?????!@%&*#@! Neighbors , get your video camera if you have to and record these idiots causing the problems( black, white purple ) who cares. When this case goes to trial be prepared to support the law enforcement ....This really sucks and could cripple the city if the case is lost. Not only financially but with on going investigation, this will become a criminals haven......

I think Cowboy said it best on that other thread when he said this Legal Aid group that is helping the plaintiffs file the lawsuit are not helping the community by aiding people who have caused problems in the neighborhoods. I can't believe the police would have been called out there if they weren't causing problems. I don't know the specifics of the case (and apparently nobody does because it hadn't been served before it hit the papers), but it just doesn't make any sense. Not when I see other prominent African American citizens like Iris Archuleta, Gary Gilbert, and Darnell Turner, to name a few, speak out favorably and in support of the police chief and his efforts to help neighborhoods that have become victimized by criminal activity. It doesn't make sense to me. I watched the last City Council meeting from May 13th and a group of citizens from Lone Tree Glen attended and pleaded for help because their park and neighborhood has become victimized. One of the residents who spoke was African American. It appears to me that there are law abiding citizens of all races on the same page that just are not going to take this crime anymore. It took a lot of effort by everyone to get that to happen, but it was imperative if the community was going to have success in curbing crime. All this lawsuit is going to do is put a wedge in that, and it's counterproductive to all the efforts people have made to break down racial barriers so some positive steps can be taken to make the community better for everyone. I have a simple litmus test I use when somebody says or does something to see if they are helping or not helping. Are they bringing people together, or dividing them apart? This lawsuit doesn't pass the test. It's ok though because it's their perrogative and within their rights, but people can't let it stop their efforts to stay the course and continue fighting back against the criminal activity that has plagued some neighborhoods recently. To me, there seems to be plenty of checks and balances in place to ensure people are are treated fairly. Did I mention, the lawsuit just doesn't make any sense?

But you know it was just a matter of time before the issue of racism followed Chief Hyde from Davis. Especially after channel 7 made it a much bigger story then it really was. I know that APD has all of it's i's dotted and t's crossed, that will show that most of the call's are actually complaint driven, some I am sure a self-initiated activity, but hell I want cops to be proactive and jump on little problems before they become big ones.

I don't see why Chief Davis had any problems with Race in Davis, The African American Population is less than 4%, This whole lawsuit is totally out of line, just a bunch of THUGS who do not want to lose their Government subsidized housing. Everybody seems to agree that the CAT Team did not and does not drive around looking for problems, that they only respond to complaints from Citizens which is what they are paid to do. This whole law suit is all about nothing of any consequence.

Chief Hyde you meant of course. Yeah, and for people who weren't sure what all those allegations were about in Davis, this just serves notice that they were probably the same kind of claims that makes no sense! They are trying to make crime fighting a race issue and it's important everyone in the community stand behind the City and it's police force and not let it hinder their efforts to cut back on crime.

Wow! I don't really know what to say about this. They are suing the city because most of the disturbance calls are on African Americans? Hmmmmmm. Well then I suppose the people who are getting the police called to their houses should stay out of trouble and be respectful to their neighbors. And that goes for everyone, not just African Americans. Just another example of people not taking responsibility for their actions and trying to deflect responsibilty for their issues on others. When documenting cases for myself and others being victimized. We were told by a Federal Agent to set up video cams, and take time/date stamped digital pics, to provide the courts and Judges with an entire History of events. The CAT team has done an excellent job for the City of Antioch. That is not to generalize that all officers are infallible, or are good cops. In the Best Police Departments, best practices prevail and when there are bad apples they are quietly shown the door. Not all Police Departments are alike however. I commend the Antioch Police Department for the job they are doing, they took the bull by the horns, irregardless of political correctness and took action against criminals many of whom should have been thrown off Section 8# years ago for the many violations and infractions. Keep up the good work, the public is noticing the difference. Deer Valley is much safer, Seniors are not being harassed while shopping, even downtown Antioch is safer because of the actions of the CAT team. As for Justice, it is always served in one form or another. Unless a liberal Judge is hearing the case and the attorneys shopped around for the r-i-g-h-t judge to hear the case, even then there are powers higher than the district courts to bring complaints and seek Justice.... "Oh what a tangled web they weave, when they set out to deceive.

After reading this article it seems that almost all of the people involved in this lawsuit were violating section 8 rules by having their "male friend" live in the house without notifying the landlord or the section 8 authorities. The only time this was not the case is a case where the juveniles in the house were committing crimes and the Police told the section 8 authorities and the landlord. They all seem to have been violating the rules, and their only complaint seems to be that the Police Department turned them in. This appears to be yet another case of trying to blame someone else and refusing to accept responsibility for ones own bad behavior. Can someone please explain how turning in someone because they are violating the rules is "racist".

As I attended the City Council meeting where these complainers falsely (in my opinion) accused the CAT team of being racist, I realized that a lot of people have underestimated these people. One example was the lady speaking to the crowd that decided she wanted to be a full-time stay at home mom rather than work part-time. What a great option. How many people on the board know how to get free funding from the government to become a stay at home mom? These people may not speak proper English, they may not be mental giants when it comes to school work; however, they certainly know how to play the system. ________________________Heck, I talked to two Math teachers today that tried to get Section 8 benefits years ago. These two women tried a few years apart and they were given the same response. They were both told in a language they described as Ebonics that "Section 8 ain't be takin' no new applicants". The people suing Antioch obviously know more than my two friends how to get benefits, my friends who I consider very smart were unable to get benefits. Hmmm, I wonder why some able-bodied people get benefits and other do not. ____________________ Granted, these freeloaders (in my opinion) might not know a lot about school, manners and following the law, but, when it comes to taking handouts from the government, they are almost as smart as Albert Einstein. To the people that thought, if we just communicate to them that we don't appreciate their lawlessness, they will become law abiding citizens. I personally like the one woman who spoke in front of the council members saying that when the CAT team "assulted" her home she was holding her 12 month child and she is 9 months preggers.... It was SO tramatic that she had medical problems after the CAT visit. She almost lost her baby!! My suggestion to her is to maybe stand up sometimes!! Laying down all the time can get you knocked up. And BTW... where is all the babies daddys? I'm just so sick of seeing my hard earned tax dollars going to people that don't deserve to be funded for life. I would have LOVED to stay home and raise my children but I have more pride than to let the state pay for it. Antioch (my home town) has changed for the (much) worse and it makes me sick. itsme01 I've been quiet about the changes in Antioch, but this has gone too far. My family (husband and 2 childrenand I) moved to Antioch 13 years ago from the San Francisco Bay Area for a better life. It was a blessing that we were able to purchase a beautiful home, away from the hustle and bustle, crime. That meant every day we have to commute from Antioch to SF. Even though we had a long day commuting - it was nice to come home to our lovely home, nice neighborhood and neighbors. Today we're almost afraid to even walk down the street! We witnessed Antioch change from a wonderful, quaint city to a ghetto! Our house is on the market like most of the orginal owners on our block, because we don't like the turn that Antioch has taken. The Government is not doing these people any justice! I wouldn't work either if the Government would pay my mortgage, give me food stamps, free lunch for my kids at school! These people are destined to be lifetime recipients! Something just isn't right here! I believe in a better way of life, ONLY IF YOU WORK FOR IT LIKE WE DO! AND STOP WAITING UNTIL WE GO TO WORK TO RIP OUR HOUSES OFF! GET A JOB! I dread going to the super market - it's so embarassing to see women (my peers - black women and girls) in the market with their [bleep]mas on, slippers and their heads tied in head rags. Have some dignity! Just yesterday three young black guys was walking down our street - each with a tall can of beer drinking - in broad daylight! Getting on the subject of Antioch Police Dept being sued... it's their job to uphold the law! If that's taken away, what do you think will happen to Antioch? If the police cannot do their jobs, are we going to be able to carry guns to protect our selves and family from the career thugs from Oakland and Richmond that plague Antioch!

I feel your pain.....I also commute to SF and have been in Antioch for 8 years and I too loved it when I moved here, now all I see are ghetto a_ _ people driving around, the other day a helicopter was flying over head chasing criminals...man...I am tempted to move to the country....But you know what, my friends that live in SF have crime as well to deal with as well. The future of Antioch is in decision making done by the city managment and so far I do agree with what is happening. I see more police officers. DONT LET THE PROBLEMS MAKE YOU MOVE, MAKE THE CALLS TO THE POLICE AND DOCUMENT THE ISSUES....PLZ

For all of you with thug issues: get organized! Start a neighborhood watch group, get to know your neighbors on a first-name basis, take the extra effort to get to know who lives next/across the street from you. You're all in this together. Take your neighborhood back. It's not going to happen if you just sit by and do nothing. The APD, BPD and OPD have liason folks to help you set up a Neighborhood Watch. Roy, Regarding you comment about fighting these thugs. You made some valid suggestions, like starting a neighborhood watch and getting to know your neighbors. I completely agree with you. I will add that Antioch already has a great organization that has done a lot of good. The UCBN has been fantastic for Antioch in many ways. I believe they may also be working in Brentwood and Oakley (but, I could be wrong). ___________ These citizens have volunteered and added a lot of value to the town. I could mention the many good things they have done and contributed, or I could mention the only two groups of people that are against them. The Section 8 thugs and Ralph Hernandez have been outspoken in their fight against UCBN, everything else I have read or heard about UCBN has been very positive. Just wondering if anyone has ever read the "Family Obligation" piece of the Section 8 Family Briefing Packet.  You can read it here: http://64.143.89.96/Documents/HCV/Briefing%20Packet.pdf .  I'm sure that these complainants broke these rules - otherwise the CAT Team would not have been called.  The only solution I can think of is that maybe we need to start letting the Housing Authority of Contra Costa County know directly when there is a problem.  That way THEY can get flooded with calls and use their resources and good names fending off the ACLU.  You can file complaints directly with them at http://www.contracostahousing.org/allegation_form.htm.

Any complaints would probably fall on deaf ears. We could always threaten to sue as a class action of homeowners for lack of peace and tranquility and devalueation of homes. We can sue the homeowner and also the county for allowing it to continue after being notified.

I thinnk UCBN, Gary Gilbert, in particular has done as much as they can to promote diversity and understanding in the Antioch and other areas. I only wish them well in their endeavours and hope that their efforts are appreciated by the rest of the communities. As far as the anti's in the community, let them rethink their positions and get on board with those that really have the area at heart, not just posturing for political purposes. Certainly not UCBN, they have assisted people who ran into a dead end with Beaurocrats not wanting to see the reality of the crimes that crept into their communities,  the section #8 problem rental houses, the blight etc.   Thanks to many in our community we now have a Rental Inspection program to keep slumlords accountable and our blocks blight free :}    Many members of UCBN have complained for years and now all the problems are widely known,  no more political heads in the sand beholden to special interest developers and realtors.....then came the meltdown.    It is reality Gursky.  Of course realtors do not want you to disclose crimes in areas where  there trying to sell  a house.     It's moot at this point with all the foreclosures.    If you are really have the area at heart, in your words...you should be concerned about the huge increase in rental properties within our CITY as foreclosures become rentals.   That and empty storefronts will be the next big problems for our City leaders, law enforcement and residents to deal with . I and many others in "your area" have reported graffittee, gang tagging, vandalism of homes, casing of homes,  suspicious ativities,   illegal vehicles-using City Streets,  Theft of Christmas lights,  illegal dumping on City Property,  drug dealing in pocket parks just blocks from your home, etc...etc...   "OFEC is not the only game in town as your very aware" As one of the founding families in Brentwood relayed to me....."Brentwood is no longer a 3 horse town" .     "Greed and the uncontrolled growth caused the problems we have in Brentwood" We never had armed or bank robberies before all the building began.    If you had the area at heart, perhaps maybe you would not have sold out and sold land to a developer??  Thats a bit hypocritical to many intelligent residents.  Which is it ?? keep the small town intact, or sell out with uncontrollable growth and increased crime???   I am a capitalist at heart, so more power to you if made money, selling real estate and land,  but don't sit on a high horse telling anyone their "Anti" for reporting crimes and getting the word out so crime can be eradicated.... that smacks of Hypocrisy...    As for self serving posts, at every chance you get,  you mention your business in the blogs Clayton has pointed that out to many times to count......whats up with that...In my book that is self serving at its best.       Those moving to Brentwood for its small town charm and ?? "safety" wish to keep it that way along with many old timers(no offense)  By exposing crime and notifying neighborhoods of crime in their area  is not being  "Anti" anything, it is reality and definatley not "Anti Brentwood"  It is what neighborhood and crime watch groups do across America.   Alert neighbors so they can be vigilent and even prevent other crimes for occuring.  People support their cities and communities in many ways...some volunteer at nursing homes,  support our troops, work at the polls, some run in Cancer Marathons, and others report crime and get the word out to keep their neighborhoods safe.   Take your pick, its all good... Your knowledge of history in Brentwood is rather short sighted, BofA was robbed several times before the building boom in Brentwood, the old CitiBank across from the self serve car wash was robbed in the early 80's when my sister in-law worked there. Village Dr was always a gang area that you avoided if you didn't have to go there. Crime was low in Brentwood because there was nothing there. 1 Quik Stop and 2 banks all within a few blocks of each other that was it, and 2 supermarkets in the city limits CentroMart down town and one on Highway 4 by Village Dr. Lets face it until the 90's there really wasn't too much to Brentwood. As for Antioch's problems there is plenty of blame to go around if someone is looking to blame someone. The law suit is more than likely pure BS, but when someone has complaints about racism against them even if the complaint is unfounded it will follow you for years especially if the media is involved.

So this is it,  we now have shoe ornaments on our street power lines.  This is new to the neighborhood.  When I come out my drive way, we have a home on the left with a dozen black young men on the porch.  Straight ahead of my drive way, we have three black kids, sitting on the street waiting for cars to pass by, and throwing rocks at passing car's, my fathers home has found alot of rocks on his porch.  To the right of the drive way, we have a lady always yelling, she yells while on the phone, she yells when she argues  with someone.  Then while she was yelling and fighting with some black  guy, a person walking with his pizza got kicked. It makes me sooo mad that these black people have no fear.  They live on the streets, it's like get a job, do your homework or help your mom or dad clean the house or yard.

They have my support too!  In researching an article I was writing for a website I sometimes freelance for... I compared the crime maps for the last couple of years.  Without ever mentioning race once time... the crime maps for APD show the following: "According to the website for the City of Antioch, the Community Action Team was established in July of 2006, as a response to neighborhood demands for help in combating rising crime and persistent nuisance, health and safety issues. According to the area crime statistics comparing 2005 to 2006, juvenile arrests had risen 18%, robberies increased 18%, aggravated assault increased 13%, and burglaries rose 12%. The community continued to grow and when comparing the same statistics for the following years, from 2006 to 2007, the ongoing growth of crime was staggering. Juvenile arrests grew 13% larger than the year before. Robberies grew an alarming 30%. Aggravated assault climbed 20% higher and burglaries 18%. After two years of what the ACLU lawsuit refers to as "harassment" the dam built to slow the flow of crime still appears to be leaking, but not as quickly. When comparing the first half of 2007 with the first half of 2008, juvenile arrests are still climbing but at a smaller rate of 5%. Robberies are still rather high, however only grew 10%. Aggravated assault only rose 3%. Burglaries, on the other hand, have actually gone down 14%. "

All I have to say is do not blame all of the black people who are new to your street.  It is more than likely that they are on Section 8 and now working which is why they have all of that time to hang out and yell at people.  If you want to blame someone, blame the homeowners who were neglegent in renting the homes in your neighborhood to people like this.  Please do not stereotype all Black people like this.  All black people do not live like this or behave in such a manner.

    Berlin, I am turning or twisting anything. Also, I totally support the CAT Team.  I had someone try to break into my home, luckily I was awake at the time and called the Police.  Idiots were still loitering outside when the Cops showed up.  I am a resident of Antioch and have been for 2 decades.  I am not one of these newcomers to Antioch.  I want the peace back in Antioch the way it way before all of these thugs moved out here and wreak havoc, and yes I do place partial blame on these homeowners who bought these houses just to rent them out and make money.  They could care less who was in them because it is not their neighborhood.  I also place blame on the thugs themselves.  Not sure where you got it from but I never said that we should rent out to Section 8.  I wish they had more control on Section 8, me personally I can’t stand it.  I stated in a previous post it should be used as a stepping stone and not as a crutch.  People who desperately need it should use it to better themselves and their families lives.

hi bja i am a first generation immigrant and came to antioch in 89. one of the reasons i like america is...if i work hard, i can some bucks. one way is to buy a second/ third house and rent it out (i don't have rentals!) to hold those people responsible for a few who can not live within a community is simply wrong. that's all i am saying. we, the citizen of antioch, need to direct our "anger"? not against law abiding citizen, rather point out the one's who do wrong. i still don't understand the section 8 process, but more important, i don't understand why there are high concentrations of section 8 housings in certain areas of the city.

Hi all, I agree this is a stupid lawsuit. Waste of time waste of money etc. Unfortunately it is not going away. Now lets really show support for the CAT and the APD and start writing these comments to the newspapers Start going the city council meetings and make comments about supporting the CAT. Lets have a protest at a city council meeting showing how disgusted we are about this lawsuit. It one thing to Say how you feel on the boards which is great but only a few see this. Write a letter to the newspapers and show the whole area how must support the CAT really has. I will be sending my letter in this weekend to show support for Chief Hyde and the CAT and the APD.

All of the people involved in this frivoulous lawsuite need to read this thread - the CAT team and the APD need to read it and know we support them and everything they do!! The group helping the 'victims' file this suite need to read this thread and know, people are not going to take this lying down anymore!! We are NOT going to let our neighborhoods get taken over, crime happen in our front yards, or people scrare us into living lives where we are afraid to walk down our own street. There is NO way it can be called discrimination, racial profiling, predjudice, etc if when the police and CAT team are called out to respond to something, it happens to be a section 8 or african american home! They are just doing their jobs!!

Can the Federal Judge toss the Serial Suers...the non-profit civil rights organizations... out of court for being "vexatious litigants?"  Perhaps these (formerly) laudable organizations have now made a career out of filing lawsuits...encouraging those plaintiffs to wallow in their own victim hood, to use the race card as a fig leaf to hide, to cover up, possible unlawful activity? Perhaps these out-of-town lawyers charge into Antioch to defend the plaintiffs for their (the lawyers') own self-enhancement?

I love living in Antioch.  The thugs (regardless of race) have to leave.  We have to make a stand for our community, family and kids.  What kind of world do we live in when THUGS  are protected by fast talking lawyers and peaceful citizens live in fear.  Where is the Dark Knight?

OMG, what a mess in Antioch...who would have thunk Antioch approving all that Section 8 housing would have come to this...  No smarts in that city council!!  Now whatcha going to do?? Blame it on all the low income folks you opened your doors to??  Might as well build a nuclear plant in Antioch now..cause they here to stay my friends.

they here to stay, sounds like sarcasm to me as if you agree with every one on this board that sec 8ers are indeed a problem. i wonder if you are my neighbor across the street that yells at the top of her lungs cussing and screaming hood jargon into the phone when iam in the front yard with my grandson with in  ears reach? oh by the way what does a nuclear power plant have to do with anything? id welcome one any day but it would just be another piece of property to guard from low lifes like you from breaking into and stealing everything that isnt bolted down.

So, jhd1200, I'm guessing you are one of the few that believe the Section 8 housing in Antioch is not a problem. Your probably right, the guy screaming across the street "Hood jargon" is probably your land lord. Keep it real homie!! Better run to the mailbox to see if your check arrived!

i think that %70 of welfare/sec8 are fraud cases the system is rampent with lazy sunsa [bleep]#@s who wont work and the eighters are most of the problem here ive always said it ive always believed it.oh and mail box money not only do i work my as# off every day and pay federal taxes to support vermin like you i do receive mail box money from the veterans administration for injuries i i endured while serving my country for 10 yrs,and i dont mind my federal dollars going to support you as long as you are trying help your self.

life4u- this city (Antioch) has no control who rents out their home and who they rent it too. The owners of these properties are the only ones who control who they rent too.Section 8 is a money maker for these landlords up to $2800 a month easy rent. Paid by the county. It would be great if this money was going to deserving people. Complain about these landlords who do not care what happens on their property or who their renters hurt. Otherwise you are dead wrong. Stop blaming the city for something that they have no say so in.

I have full confidence that our city attorney and staff will be able to defend the actions of our CAT unit if and when this case goes to court. It's just a shame that it has to go to court and cost the city our hard earned tax dollars which are in short supply these days. As someone who contacted the CAT unit  when it was first being formed to help me deal with a next door neighbor that was making life hell for us, and happened to not be Section 8, I have nothing but good things to say about our police department.  Chief Hyde, the mayor, members of the city council and the city attorney have all made it clear over and over that the CAT unit's responses are complaint driven. Anyone who knows certain participants on these forums and has bothered to watch comments by the public at city council meetings can't help but notice that people of all colors have complained about members of our community that have no respect for their neighbors or in some cases, are breaking the law. It's been stressed over and over that this is a behavior issue, not a race issue, plain and simple. Let's just hope that the judge that gets the case will be fair minded. If he or she is, it shouldn't be too difficult to see through what's going on here and let's hope that this judge has the courage and integrity to set a precedent here and disuade similar attempts in other cities.

I don’t understand why the “norm” appears to support the notion that it’s everyone else’s fault for someone's bad choices. Who’s fault is it that the police are called to their home? The neighbors who are genuinely concerned, the police who just doing their job or the bad behavior they appear to allow in their home and around their children? Frivolous lawsuits tie up the court systems and make it near impossible for those legitimate claims to ever have their day in front of a jury. No wonder there are so many attorneys in California. Hey, wait a minute. Last weekend all our kids happen to have somewhere to be, and my husband and I were home alone (we cherish those times lol). We decided to celebrate and get drunk. Subsequently, I somehow managed to slip and fall in the kitchen and banged my elbow, right on the funny bone. I believe I have a cause of action against Jose Cuervo. Their bottle never disclosed the fact that if some of their product found its way to a tile floor, one could get injured. I could sue the manufacturer of the tiles and the installer because it may be reasonable to foresee such an injury and their tiles should have been more “accommodating”. I could sue my husband for concocting a drink which was excessively potent. However, my parents instilled characteristics in me which equate to “dignity”, “self-respect” and “personal responsibility”. Damn them. Therefore, there is only one logical choice... I will sue my parents.

Don't sue me,   but that was halarious!!!   I recently was involved in a rear end accident.  A lady hit me as I was at a dead stop.   My car was messed up a little (fixed by the insurance companies), I wasn't hurt.  I could sue and LIE about being hurt.  But I cannot in my right mind do something frivilous like that.  I HATE  when people file lawsuits that are not ligitimate,  and then when they win I want to burn a courthouse.   I hope the judge throws out the lawsuit, makes the liars MOVE OUT, and do community service to get them off their fat butts! Do SOME KIND of work for the handouts they recieve.  HEY!! That might be a GREAT idea!  All Section 8 recipients have to do 30 hours of COMMUNITY SERVICE a month to EARN their Vouchers!!!!!
