Boy, I need new glasses.  At first I thought you were trying to get a cow permit license.  I thought since the State of California nixed your curry wurst idea because they won't allow you to import the cream you need to make it, you were going to import the cow that makes the cream.

Berlin,

The short answer is he can't obtain a CCW. In Contra Costa County they are issued, for the most part, to Sheriffs, Judges, etc.

If he is planning on remaining a Security Guard and is wanting to increase his income in that profession, he should obtain his Guard Card and undergo the additional training that will allow him to carry an exposed weapon.

Here is a summary of information:
You need the 8-hour Powers To Arrest course in order to apply for the California guard card. After you receive the guard card through the mail, you have 30 days to complete another 16 hours of training. Then you have six months to complete another 16 hours of training.

You need to take 8 hours annually to keep your guard card.

"If you want a firearms permit for open (exposed) carry, you need to take 14 hours of training. It's an additional 8 hours of training for a baton permit and 4 hours for a pepper spray/tear gas permit."
Uniformed contract guards and armed in-house guards must be registered
with the Department of Consumer Affairs and have a guard registration card.
Preliminary registration requirements include passing a fingerprint and
background check and a self-study course in the powers of arrest, with an
open-book test on the exercise of the power of arrest given by the
employer. Full registration requires completion of a formal, day-long,
powers of arrest course in an approved school.

Applicants applying for a gun permit must also complete a 14-hour written
and range exam on the carrying and use of firearms. The training must be
completed at a Bureau of Collection and Investigative Services approved
training facility. Applicants with felony convictions may apply if
convicted more than seven years ago."
