A common problem in many PD's,   high paid officers compiling statistical reports and not out on the streets patrolling..the job they were hired to do.    Best Practices in successful police departments utilize their manpower wisely.    Civilians can do the majority of admin tasks at a much lower cost, freeing up officers to do what they do for the "high salary" and 100% benefits, irregardless of there positions as Sargeants or Lt's.  

In this era of cost cutting and public accountability "some" police departments have already looked at Administrative levels..."ie" inside desk jobs...and have re-assigned officers to high crime areas and regular patrol beats...   This was done at Oakland PD after citizens and the City Council complained and a new Police Chief was brought in and en-acted community policing.   "The same officer in an area,  for continuity, better community relations...etc...
