If we just left eradicated the stigma of Sanctuary cities and communities these issues and more wouldn't exist throughout this nation.

is a witty reference to the fact that the only persons mentioned as objecting to the cuts are representatives of immigrants, most likely illegal immigrants; then I agree completely. And yes, I do think the cuts were designed to primarily hurt illegals first.
