Who's responsible for the freeway sign messages? I can't speak for every freeway, but I can tell you about highway 4's sign. With messages like "Click it or Ticket", "Don't text while driving" and "Report Drunk Drivers; Call 911" all they do is slow down traffic. Ultimately, it's the drivers on highway 4 who are to blame. They just can't read the sign once, they have to slow down and keep reading it until they pass it. Other than 1 Amber Alert, the rest of the messages are common sense. I look at it and think "Duh, really?!" Can't they just leave them off unless it's something important? Before reaching the sign speeds are like 0-15 mph, once you get passed the sign, it's like the green flag drop at the Daytona 500.
