So many things went wrong that it's obvious our system is broken and needs to be fixed. Since trust in the system has been lost, I find transparency more important than ever if we are to ensure the safety of all our citizens. I understand that some trial evidence needs to be protected, but the secrecy and protection we’ve seen has created worldwide speculation and some untruths.
I believe we need discussion, without emotional name calling, in order for citizens and LE to come together and heal. Healing will only happen if we are allowed to have open communication and question what went wrong and how to fix it. Please, this is not meant to be LE bashing, neighbor bashing or to put the blame on any individuals.
Here are some questions I have that I trust are being investigated:
Why is there no record of the 15 year old Garrido took to the Riverview Motel, drugged and raped in 1972? And why wouldn’t charges be brought against him? Even though she refused to file charges she was a minor.
How was Garrido able to start and register his own elementary and secondary school under an alias but with his home address (listed on Megan’s Law)? And why didn't his PO know about it?
Why did reports of the 1992 tipster just now resurface and why was it never forwarded to the El Dorado County authorities?
Who were the two 4-6 year old girls seen with Garrido by his barber and also seen in the backyard by a neighbor? Why were they with him and where are they now?
Why was it Antioch PD that interviewed Jack Medeiros about Garrido stealing $18,000 from him if it occurred in the unincorporated area of Contra Costa County? Was his criminal record checked and why wasn’t his PO contacted? Jack lived with the Garrido’s for a time before going to a nursing home.
Garrido moved to Antioch from a halfway house in Oakland after being paroled (Federal) from prison in 1988. "He was arrested again in Apr. 1993 because of another parole violation. The next month he was transferred to home detention and relieved of supervision in Aug. 1993."Examiner. Nevada officials were never informed - which would have violated his lifetime parole. Garrido didn’t register as a sex offender with the state of Calif. until 1999?"There's no doubt this criminal fooled a lot of jurisdictions for a long time," said Scott Kernan, and undersecretary at the California Department of Corrections and Rehabilitation. "I have no sense of embarrassment for my department. I think they acted appropriately."News10
“There were at least 16 visits from parole officers and seven by the fire department. There was also one by the sheriff's office responding to an allegation that people were living in the backyard.” CNN. Garrido was equipped with a GPS monitoring devise?

CCKitty, You just click on a person''s name or avatar, and then hit the Contact button and it takes you to a screen where you can send someone a private e-mail through the CCTimes so that your e-mail address isn't listed and they can choose to either delete it or respond back through the CCTimes. It works pretty well.
You can get basic info by searching the 'fictious names'. I think you have to get one of those before you get a license? It will at least give you who the business is registered by and the date.

Also - I am not 100% sure about what is available online - but I am sure it is a requirement for this to be posted in the newspaper?
You might get this information from a newspaper archive in the area of that time. As far as I know, there are some Libraries that have virtual assistance. Or you might be able to get someone to stop by a Library? I might be at one today and can ask - but I am not sure how resourceful they are here?

The anonymous caller did point out that it had to to with Jaycee, the missing girl (she was looking at the poster)
Perhaps LE could have immediately called the gas station and asked them to record the license plate. I assume the gas transaction was in cash?
If neither Sheriff's department or anyone else did anything in the area of Oakley to post flyers about the van or the sighting asking if anyone had any information. Was anything posted in the local news about it asking for tips? Etc. It seems quite likely that if a good effort had been made someone would have come forward if that was Garrido's van and he lived only a few mile from the gas station.
(as someone else mentioned first) It seems likely given the proximity to his house that he gassed up there again or even regularly. They could have done a mock-up pic of the van and placed it around the area (if they didn't). ... Not easy for El Dorado County to search CC County on a regular basis. If Jaycee (or another girl) were looking at posters of Jaycee Missing, then wouldn't it have been easy to post info and a mock-up of the van at the same spot and at other spots?

How hard could it be to find a large yellow van in 1992 that was owned by a sex offender that lived 2 miles away!
Or if they can get more details or not? Your post does answer some question, but why not just put up flyers about the van????? The only way to find it would have been to let the public know what you were looking for. I agree with you about the van. As I said before - how many Yellow Dodge vans could have been within a 10 mile radius even?

I also think there was another time that someone from the CC Sheriff was at Garridos house - I believe I put it in a post yesterday. I think they were with the parole officers once.

They might be able to withhold it from the public, but they can't withhold it if it's requested by the prosecutor can they (maybe redact info before submitted as evidence, but others would be able to read it connected to the case?)

That case was then never solved - or the guy they think did it was not prosecuted due to lack of evidence. Look up ...

Although that was just a civil case brought by the mothers of the girls. The public documents were sealed on the case and the CCC DA dropped criminal charges against him.

I have no idea if you're wrong or right and I have no vested interest in this discussion whatsoever, but I guarantee you that if I was the person named, and you were incorrect, I would make sure my lawyer was drafting a war plan to bury you in lawsuits. I'm pretty confident the result of that war plan would include me being on my way to owning your house and anything else you held valuable. If he is the same guy an affirmative defense is the truth.

I agree with you, Jeff, people need to be careful and I would hate for this thread to be infiltrated with inaccuracies and half truths that would make the purpose ineffective. I've stated my reason and the focus of my posts several times and I have no other motives.
You are right, I should have just pointed folks to the two different articles. It looks like I cannot remove it now or I would. My disclaimer: this might not be the same person that was connected to the earlier case with the fire chief. I think others could verify that or discount that as not true through public records. All I can say is that it is the same name, same spelling, and same general area. BTW, I don't own a house or have any assets and I never will have.
Yeah, that is correct. I just read in the Examiner that Kathi Russo's (Lisa Norrell's aunt) father owns the house 2 doors down from Garrido. During the searches of Garrido's property she had flyers about Lisa posted on her fence for the media to see. To me that seems like too much of a coincidence.

17 – Civil trial against Duanne Shoemake set to begin in Contra Costa County Superior Court in Martinez.
Such official secrecy, and the inaccessibility of what are normally public documents (See HOW-TO), have given rise to questions about why the Contra Costa County District Attorney's office dismissed charges against Shoemake, even though police have yet to charge a suspect with Lisa's murder. At one point police arrested two Pittsburg men, David Heneby and Garry Lee Walton, as suspects in the case. However, police released Walton the very next day and never charged either man with the murder, citing a lack of evidence.
Indeed, the mysterious circumstances of Lisa's murder are echoed by strange turns in the investigation itself, which is led by a two-man team of homicide detectives working out of an office in a temporary trailer at the Pittsburg police station.
The past year has seen other widely covered killings of young Bay Area women, from San Francisco to Yosemite National Park, eventually result in the arrest and arraignment of suspects. Lisa's murder remains a glaring and painful exception
Many in this working-class town of 54,000 are anxious and upset. They wonder why the case remains unsolved. While the questions are many, the answers are few: How exactly was Lisa killed? What, if anything, did Shoemake know about the murder? And why do the police resist offering even the slightest details about the investigation?
The authorities, who have given only a heavily censored version of the coroner's report and have tightly restricted access to search warrants and other records, say they are only doing their utmost to ensure that the probe is not hampered by outside interference. Their requests to seal all public documents usually open to the public have been sustained by Contra Costa County Superior Court judges.
"KCRA 3-TV in Sacramento requested Garrido's U.S. Parole Commission file. The commission sent 19 pages of documents from the file, and a letter stating it was "withholding 92 pages in full" because releasing those pages would invade the personal privacy of third parties.
Garrido's federal parole lasted from 1988 to March 1999. The U.S. Parole Commission terminated his parole early, saying "you are deserving of an early discharge. You are commended for having responded positively to supervision and for the personal accomplishments you have made. The commission trusts that you will continue to be a productive citizen and obey the laws of society."At the time was commending Garrido, Dugard had been missing and held captive for eight years.California's inspector general is reviewing the state's handling of Garrido's parole. That report is expected to be made public soon."

Phillip Garrido Created His Own Elementary School in 2006

"Normally Antioch schools are at the top of their class, but one local school has turned out to be every parents worst nightmare. In 2006, a quick background check on the Phillip C. Knight Institute wouldn’t have turned up much information, but it turns out that it was being run by none other than Phillip Garrido.
That’s right folks, the same guy who admitted to visiting local elementary schools just so that he could masturbate was able to get a business license to run his own elementary school just outside of Antioch. While there is no evidence to suggest that Garrido ever enrolled students in the school, the mere existence of the business license raises troubling questions about the safety of California’s private school system.
According to the Contra Costa County recorder’s office, Garrido filed two applications for his school. The first was filed on Jan 31, 2006 and used the name of “The Phillip C Knight” for the business. In August, he filed a second application and used the name Phillip C Knight Institute.
‘Phillip C. Knight’ is an alias that Garrido also used on his website, ‘Voices Revealed‘. The website also lists his e-mail address as ‘phillipcknight@yahoo.com‘. One purpose of using the alias may have been to hide the fact that his private school was being run by a registered sex offender.
At the time of the business filing, Jaycee’s two children would have been 12 and 8 years old. While the exact nature of the “institute” isn’t known, there seems to be two different schools of thought on Garrido’s possible motivations. The first is almost too terrible to imagine, that he intended to run his own elementary school in order to groom future victims.
Given his religious beliefs, it’s not too difficult to imagine a scenario where he could have convinced followers to enroll their kids into into an academy where he was head principal. The mere fact that he was able to get this kind of business permit to begin with raises some serious questions about what type of screening takes place, when someone wants to start their own private school in California. If sexual predators are able to get around the criminal background checks by starting their own business, what safeguards are in place to protect our children?
The second school of thought is that the “institute” was created as part of an attempt to legitimatize the home schooling of Jaycee’s two kids. Reports have already confirmed that Jaycee and her children never visited a doctor or attended a public school. Given his desire to keep the kids off the grid, we are a bit puzzled as to why he would take the steps to officially create the “home school” and then fail to register it with the State of California."

Another safety net that could have caught this man - guess anyone can open a school without verification of identification or background checks if willing to pay? Is this true?

The article is real. It's online at antiochgrove dot com. I haven't been able to verify that Garrido actually started a school or would have been able to. All I have seen in public records is a filing of a fictitious name statement. That in itself is scary and to me shows intent. If anyone is able to check public records further that would be great.
I got the sense he never went anywhere else with it, but who knows. Maybe he was going to try to register it as a nonprofit - I believe the first step is also getting a ficticious business name. I'll bet other journalists and now LE will be looking into this.
In yet another one of those How Could Authorities Have Let This Happen? revelations surrounding the Jaycee Dugard case, it has now been learned that her accused kidnapper and rapist, Phillip Garridoapplied for what is known as a Fictitious Business Name to open his own elementary school.
Using his own name, Garrido completed a Fictitious Business Name Statement in 2006 to open the Phillip C. Knight Institute. It was approved and, in fact, he still legally holds the name. It doesn't expire until August, 2011.
The application was put through even though Garrido signed for it using his own real name -- a name that could have been easily checked against the state's data base of sex offenders.
There is no evidence Garrido ever actually opened a school, and some are suggesting he may have been setting up a dummy institution in case it was ever discovered that the two children he fathered with Jaycee -- who were 12 and eight at the time of his application -- were not being educated. radaronline

Investigators have conducted numerous interviews and probation searches, but still have not been able to find any evidence of the two girls.

And to the journalist who researched and wrote it. Frightening and it is good to see questions raised about this.
Also, thanks gata for the snippets about the two girls who were seen with Garrido and have not been found or identified. That is frightening also and I hope we do not find he is hiding some other operation somewhere and current rimes. I wonder if his wife is telling any secrets? And, I wonder if Jaycee knows more about what has transpired over the years to aid law enforcement. Although I do hope they can fully research whether he is connected to all those past unsolved crimes.
Does anyone know if the FBI is involved? I guess I am hoping all of this is not being handled locally. No offense to all the good police investigators.
I sure would like to know how the parole system failed to make Garrido register as a sex offender in California until 1999!
He was on lifetime Federal parole then transferred to State parole. When he was rearrested in 1993 on a parole violation (drugs), California didn't notify the Feds!
So, Garrido wasn't registered as a sex offender when LE was 'hot on the case' looking for Jaycee. If he had been the 1992 tip might have led to finding her.
And how did Ralph Hernandez, with over 30 years of law enforcement experience, not have a clue something was wrong? Shouldn't his experience have alerted him that a man saying he had invented a machine that could read thoughts was schizophrenic? Instead Hernandez took Garrido's money and got people to sign affidavits stating it worked!
This leads me to wonder if some in law enforcement didn't just turn their heads and ignore the signs? Who is this guy and how did he get wrapped up with Garrido? No, I don't believe that Garrido got his name out of the phonebook!
Now do you see why I was so upset with "TMACCO" and "InTheKnow" for telling me I didn't know anything about the case and should just "shut up and let it die down"!
Now do you see why the public needs to know... to make sure it doesn't get "swept under the rug" again!

Veteran Cop Who Sat in Phillip Garrido's Living Room Sensed Nothing Amiss
"A 33-year law enforcement veteran who sat in Phillip Garrido’s living room and may have met Jaycee Lee Dugard, said the man accused of kidnapping and holding Dugard captive for 18 years, was "normal in every which way." And he had spoken with Garrido only two weeks before his arrest....
"I’ve been through a lot of homes... I’ve also encountered a lot of people who needed help," Hernandez said. "And this was not the situation that existed there."
Early in 2008, Garrido hired Hernandez, who works in California as a private investigator, to verify six declarations from local businesspeople stating that a black box Garrido created allowed him to communicate without speaking. Garrido did not allow Hernandez to view the device view for fear of him becoming biased, Hernandez said.
On February 1, 2008, Garrido invited Hernandez to his Antioch, Calif., home where the two sat in the living room and went over documents related to Garrido's invention. Hernandez says Garrido was "excited" about the discovery, but did not seem psychologically unstable.
While Hernandez was there, he met Garrido's wife Nancy, and "a young lady who may have been Jaycee or her oldest daughter." Hernandez said Garrido either introduced the woman as his own daughter or the daughter of a friend. He does not specifically recall."

Ok, so nothing seemed weird about him, his house (we saw the pics), his wife, why he was hired, and he can't say whether the young lady was 28 or her daughter who was, what, 14 then?
Problem is -what IS weird -And weird is not reportable, neither is creepy or other things. Nothing you can do. Sometimes weird is OK and sometimes refreshing - lol. Sometimes people have weird moments or periods of time etc.. But I would hope that a PI would look up the person they are doing business with - it is almost part of their existence. (I dated one - they look up everything! LOL)
I digress - either way it is hard. As some of the scariest are not weird at all ;)
I would have rather heard him say, it was weird and fascinating than saying Garrido acted normal. But then again, maybe he was asked to say that so Garrido can't call him as a witness for an insanity defense!
I revisited Garrido site today and had to wonder if he wasn't trying to set that one up all along. I can't remember why I thought that right off hand. Yeah, Garrido's religious manifesto and ramblings are enough to fill many threads. It was reported that law enforcement removed boxes of his writings but haven't yet found anything of value. I agree that he wanted to be caught, but that's not my focus at the moment. :)
I'm not so sure he wanted to get caught as much as if he did he had his excuses in place. That same excuse serves other purposes though. I do think he was having a hard time not running around shouting at the mountain that he had cured himself - although I am not sure this would have been obvious to others as anything but curing general spritual sickness that psychology cannot cure.
I doubt PI's are required to look at anything if they are just performing a limited service for someone one, e.g., documenting weird little boxes for some unknown purpose. It might not have been in Garridos grand plan, but with the registered 'Institution', the blog and literature (propaganda), the PR he was doing in promoting it, and the validating of some other worldly invention, we can see they were all tools he was developing to to convince others to believe him and to join - I guess with himself as the head cult leader. I would think a little bell would go of in anyones head who looked at just a few of these things, let alone just the religious stuff if they had any law enforcement experience. I would find it difficult to believe that someone who had been in law enforcement that long wouldn't talk to some of his law enforcement friends and say, "Hey, this guy seems a little far from the normal range." Then there was evidence of him bilking someone out of large sums of money as well as all the other incident reports and TENTS in his backyard.
I also wonder if those girls he was reportedly sited with were already a part of this - perhaps someone's parent or parents let them go with Garrido because they were connected to him 'religiously'.

The GPS ankle bracelet angle does point out that parole agents are not inspecting the data in detail. My GPS usually nails down the location to within a foot. The parole agents apparently never noticed regular excursions into the back yard, probably at unusual times too, and followed up on this.
It's reported that Jaycee's children would fall asleep in his arms at night. It also seems there was zero evidence of children in the main house. I did not see any in the photos and when police visited the day before his arrest they went through the house looking for these mysterious children. Presumably they would have spotted and followed up on any evidence of children in the house. The point is, it's possible the children either were never in the house meaning the GPS would show a lot of time in the back yard and yet no follow-up on what he was doing back there. The guy had drug arrests too meaning they'd be on alert for either meth labs or a back yard "drug den." They would be looking because of the GPS info which would also pinpoint exactly where in the back yard he was.
The other possibility is that the Garridos, and that would include the elderly mother when she was more able, are excellent at cleaning up after the children (Jaycee and then her own children) to remove evidence of their existance from the house. This would include no tippy-cup style small cups, cereal, diapers, toys, clothes, car seats, etc.
It's my understanding that Garrido's mother has been living in the house all along. Presumably noticed that her convicted rapist son suddenly acquired an 11 year old girl at the same time as a widely reported kidnapping and that the child then had at least two children of her own? Garrido's mind-control box must have been on overdrive.

[Neighbor] Mike Rogers detailed strange parties and goings on in the backyard of Phillip Garrido, where the girl and her two daughters—fathered by Garrido—were held captive.
The Antioch builder told the Daily Mail that Garrido made crystal meth using household utensils and frequently invited “perverts” to his home to regale in drugs, sex and drinking. Rogers went so far as to call the Garrido home a brothel.
On one occasion, Rogers said he watched a group of men carrying crates of beer, enter the Garrido backyard. He told the Mail they lit bonfires, played music, shouted, and laughed into the early morning hours.
A disturbing detail in Rogers' story is that the men would take turns entering a tent in Garrido’s backyard. “I saw them bobbing up and down and I thought, ‘My God, there is something sexual going on in there,’” recounted Rogers.
He claims to have peeked through a crack in the fence and saw the men “…drinking beer and smashing the bottles on the ground. I thought they had a prostitute or something in there. I thought it might have been some kind of sex party or something. It happened quite often. They were different men each time.”

I believe the same guy told police he heard screams a couple of times and that he thought the men (or many of them) might have been illegals. I thought parole officers often talked to the parolee's neighbors as one check on them? Too bad these guys did nto report this. I hope Jaycee has information to give them. I'd like to see the guys who attended these parties arrested even though I'm sure there's no chance of that - you never know, maybe someone recorded a license plate number or someone will come forward who knew/heard about it.

And, then we have possible prostitutes in the back yard with parties (I'm hoping it was prostitutes) and people who are possibly unhireable. Any one want to say BINGO yet?
I would like to see this investigated. Who were they hiring. Were those folks at the Garrido house. Was there some connection to their business and prostitution and if so, could that have been connected to anything going on at the Garrido house and to anyone else outside of the Molinos/Their workers. I'm not accusing anyone here, but I think it is one avenue that should be thoroughly investigated, esp given so many prostitutes were murdered. I was honestly taken aback by what Mrs. Molino said in interviews. It either seemed cold and calloused or like there was some underlying motivation for trying to paint it as if Jaycee was dishonest and lived a decent life.

Creepy to say the least. Why would they let him use their property for this - maybe he was paying them. I know I did a search of her, you know who, and found all her web presences. It appears as if she was trying to make money a whole bunch of different ways. IIRC, there were some myspace pages that were even connected to S Cali and they didn't look like they had anything to do with the JM Enterprises theme. Did anyone else see those?

You have to wonder what the girls might have said to others. I'm not sure of Garridos behavior, but I got the feeling he took them out with him pretty often or did not hide them when others were around, but that he was mostly careful about them not being alone with anyone or saying much to others. Makes me wonder why he left them alone at someone's else house for the birthday party. Of course, I can't quite discern the difference between the two girls...
I am all for rehabilitating prisoners. I sitll have to wonder who they were hiring though and their/her raltionship with Garrido. She tries to downplay it in the news, but obviously he knew her well enough to show up at a hearing. I can see why they were instantly raided and not one, but three of their properties, because of her husband being on parole and that brithday party alone. Although you have to wonder if there is more. Maybe there isn't

He tells it like it is, huh. That is pretty powerful and what a great find on your part. 6 years, not 18, or 15. Let's just take and average and say the Jaycee was around for 10 years while Garrido's mom did NOT have dementia. Horrible... but then again, look at Nancy.
Sorry I am in cognitive overload and don't know if I just read this on here or elsewhere... BUT, it appears the fence was either not there when Jaycee was first abducted or it had an open gate or an open section. One of the girls - maybe Jaycee's daughter and not her wandered over to the neighbors, the next day that way out was closed. I wanted to note that here to come back to.
1.Why is there no record of the 15 year old Garrido took to the Riverview Motel, drugged and raped in 1972? And why wouldn’t charges be brought against him? Even though she refused to file charges she was a minor. There is a record of it - there were simply no charges brought and no conviction sought. Even though she was still a minor, she would have had to testify in court at that time as DNA testing wasn't even available in 1972. If she wouldn't testify - there was no case. Also, in 1972 they were still doing the things we see in dramas now about interrogating the victims as if they were liars and putting them through another brutal attack on the witness stand. Many of the victims from that time wouldn't go through it all again as adults...as children - their parents wouldn't tolerate the addition of a new trauma in their child's life. We have come a long way since then...thank God!
2.How was Garrido able to start and register his own elementary and secondary school under an alias but with his home address (listed on Megan’s Law)? And why didn't his PO know about it? People can apply for anything they want to apply for...sometimes, that is what actually gets them caught by LE. However, applying for something and being granted the privilege of doing it are different things. I may have missed something, but I didn't see where it went beyond the application phase. I also didn't see where any students had enrolled and/or attended his 'school'. This might be a good question to add the list of questions asked of parolees, though. Something like 'have you applied for or begun operating a business - whether for profit or non-profit?' 'If so, what kind of business, what is the name and to whom did you apply?' 'Please provide a completed copy of the application you submitted for your parolee file so that we may contact the entity as well.' That way, the parole officer could send a 'courtesy statement' of his/her client's current legal status to the same place and yet another check and balance would be in place from here on out.
3.Why did reports of the 1992 tipster just now resurface and why was it never forwarded to the El Dorado County authorities? Do we know that it wasn't reported to El Dorado County authorities? I agree that it certainly should have been. It was their case and they are the ones who would be most interested in solving it.
5.Why was it Antioch PD that interviewed Jack Medeiros about Garrido stealing $18,000 from him if it occurred in the unincorporated area of Contra Costa County? Was his criminal record checked and why wasn’t his PO contacted? Jack lived with the Garrido’s for a time before going to a nursing home. Funny you should ask...how many times have we seen the various posters state that the problem here is CCCSO - NOT the APD...seems they may have some culpability afterall. Not that placing blame will solve anything, but I think that sharing the blame and exposing the weaknesses can certainly lead to a more productive future.

First pg's Dad. If he is convinced that his son murdered the prostitutes killed in Pittsburg, why didn't he contact police with his concerns? Placing blame on Patriicia only flies so far in my book.
As for Patricia. I do NOT believe that she has dementia. I have been an RN for over 18 years and you do not function at a high level of reasoning, with an ability to give interviews that have information about the past, and current events if you have dementia. Usually dementia patients remember things 50 years ago without problem. As you move further, memories in the short term area of the mind are often affected greatly. This is especially true as time with the disease process moves on and the effects of the disease ravages the mind. Dementia patients are not able to "block out memories at will" as Patricia stated she did in an interview. When it comes to Patricia, I feel she is accountable for what happend 18 years ago, and seems able to still remember events and occurances throughout the time Jaycee lived there. Not exactly dementia sounding to me.
Phillips brother. He seems to be very distant from his brother and Mother. Did this occur prior to or after pg showed up to his Mothers antioch residence? Did he perhaps think something was wrong with raising children in a backyard but ignored it? Was he even aware that this is how things were? To me he is an unknown at this point. He did say he met the girls though.
Did none of these people require explanations for any of this bizarre behavior? You would think that there would have at least been some questions out of curiosity if not from wondering why and how a sex offender could have fathered a child while incarcerated and unmarried. Then showing up with two additional children while married to nancy should have raised suspicion in the families minds.

Manuel Garrido said Patricia has only had dementia for 6 years. I would assume that means onset started 6 years ago which would have been mild? I wonder if she will be examined to see just how advanced it is or whatever.
For your sweet comment. I have read other reports that claim she has early signs of dementia 10 years ago, but either way she is doing VERY WELL and not showing too many symptoms of the disease process!

Norcali I just had a horrible thought that could partially explain why she didn't see anything "wrong" in all of this. I don't, however, wish to be sued for deflamation (sp?) of character, so will not post my thoughts here.
This is a picture of the entrance from Garrido's backyard to the "secret" backyard. I don't understand what makes it so difficult to detect??? It looks like a regular gate that would lead to something still a part of the same yard. How did LE miss it?
The several times the fire department were called to fires in the backyard why didn't they report the code violations with all the many illegal structures and tents? And did they suspect he was manufacturing meth back there?
Thank you for the pic... It does seem that anyone who went in the backyard would see the gate. Plus, in 2006 they were told people were sleeping or living in the tents.
In addition, the 2006 officer told Garrido the tents might be a code violation and the fire dept going there several times no one reported code violations or cross-referenced reports at this house or called his parole officer. If he was cooking meth, seems there could have been some indication of that around the property also.

It bothers me further that it appears they already knew the ground with the tents on it belonged to him yet all those claims of "We didn't know his property didn't end at the fence." Uh, huh. I can't wait to see the actual reports to see if it is written down anywhere that there was no access to the records database right then. Wouldn't it be standard proceedure to access the database and check on such a serious charge once it is available or do all reports just not get checked because "at the time" we couldn't access the database? That's scary.

I think it was the yellow van that was half buried. The van suspected in the 1992 sighting of Jaycee in Oakley that the tipster called in from a pay phone at the gas station.
I understood there was some kind of tarp or blanket hanging on the fence that covered the gate. With all the crap he had, a blanket or tarp wouldn't seem out of place. I wonder if it can be seen from that arial photo on Google Earth?

Pictures of the small part of the backyard showe a fence that ran the length of the yard so it seems even if there was a tarp hanging over part of it that would raise suspision. Like I said, when the leaves are gone off the trees it would also be more visible.
It was reported by Patricia Garrido that the girls ran back and forth from the tents to inside the house all day so there had to be fairly easy access. Not an 8' fence all along the back. I can't see Garrido climbing the fence everytime he wanted to go do his thing back there. :)

Thanks for the directions on this. I think you can also get maps from other years from USGS. Perhaps it is the same pics/images/data though, I don't know.
It dawned on me that it could also be beneficial to look at other areas around there this way, haven't thought that through too much though.

I don't believe the woman raped is lying because I can't imagine anyone would come forward with this kind of detail. It also appears that Gresset is not even denying the scenario, which is disturbing as far as sexual habits, he is just denying there was consent? He also cannot deny the tone and jokes he promoted int he office. This should not have been going and an co-workers shoudl ahve reported this long ago.
What I also find particularly disturbing is that Michael Cardoza, Gresset's lawyer, has been commenting on the Jaycee Dugard case on major media outlets/news claiming he has inside info from the CCC investigators in the Garrido case. Interesting since Cardoza claims the rape victim is politically motived. Put that together with the fact that Michael Cardoza seems to be the sole source of a story spread like wildfire on the internet in forums and news that Jaycee was absolutely isolated for 3 1/2 years after her capture (interesting where he claims he got this info). You have to wonder if he is doing damage control for Contra Costa County Sheriff's office because of the possible 1992 sighting of Jaycee Dugard at a gas station only 2 miles from Garrido's home.
Cardoza has sure made the rounds with this little tidbit of info (and, I can't find any other sources claiming this is true)...

Not sure who is leaking information? Who is not sure? It's certainly not Nancy leaking it to the press so it must be inferred this means Nancy is seemingly telling this to LE who are leaking it via Cardoza. Anyone else concerned that Cardoza is representing Gressett and seem to have a pipeline into the Contra Costa Sheriff's Investigation here?
There is alot of speculation about Jaycee and her case. Maybe the prosecutors, jury, judge, police, hospitals, psychologists, psychiatrists and community need to hear from others who have gone through similar experiences- then you might understand what steps to take to change things for our future generations. Our children our at risk every day, but we hide our heads in the sand? Lets change the laws and the consequenses, let everyone know in the community who people are. I do not have all the answers, but different solutions are needed to deal with our changing world. Are you sure our children are really safe? On the other hand, if you 'smile' at a child nowadays- the child starts to 'cry'- because we have overdone the 'stranger' being a bad person and going to abduct them? Its usually someone you know who is 'abusing' them... Children need a safe enviroment in general - and we are not providing this to them. We can show by our actions and have a heart.
When I read about the incompetency of law enforcement to do their job in this case, it makes me angry. Each time I read something they overlooked or could have followed up to have resolved this years ago, my blood boils. Simply, their inaction let the crime continue. It makes me wonder why this was the case. IMHO, quite simply, they were not looking for Jaycee. They had given her up for dead. The reality is that, as it seems from some other posts, the Garrido's did not have this as one of their intentions at all.
Maybe LE need to be less pessimistic in such cases, and consider that sexual predators could be a little smarter than they think. Clearly in this case, the Garrido's were well ahead of LE. For 18 years, they out-thought LE! So much so, that I think they thought they would never get caught! To stop this from happening again, LE needs a change of attitude in thinking that the worst has happened (i.e. the child has been killed). That change will save another child from experiencing what Jaycee has been through.
LOL You're so right!! The Sheriff's Office and Antioch PD should have KNOWN Garrido was hiding Jaycee on his property after kidnapping her from 150 odd miles away! How stupid of the beat Deputies and occasional Antioch Officer that may have driven by his house for not knowing exactly where his property line started and ended. The FACT that the Garrido's could go undetected for 18 years (despite being on parole and, at one time, in prison!), means that they did out-think LE. That is a fact...quite simple...quite undenible. Unless you deny those 18 years existed, you cannot possibly conclude otherwise. And as we know, those 18 years did existed...they did not disappear in a time-warp, as some in LE would hope could happen now.
Also, if they had been hiding, say, in the mountains of Idaho...I could, maybe, in some ways, accept LE overlooking them. But for goodness sake, they were located in an urban area...that not only says alot about LE incompetence but also general public apathy and local authority failures.
I've said it before and I'll say it again. I believe there is a direct correlation between how the SO has been run for the past 18 + and the protracted captivity of Jaycee and her two kids. I'm impressed by the input I've seen in these forums, both pro and con about and from LE. But the truth will not be arrived at by ongoing conjecture. This community needs to come together and demand an independent review of SO involvement or lack there of in the Garrido/Dugard matter. There is much to be learned about Rupf as sheriff and a Grand Jury investigation is about the only thing locally that I think will produce any results. Write the Grand Jury and let them do their job. The bos at the moment is only relying on an SO internal affairs investigation regarding the Dugard matter. Do you honestly think we'll get an unbiased review here? Ok. You've made the statement so please, explain your accusation. What I'm interested to hear is how a beat deputy who responds to ONE call in which he wasn't provided with any information as to Garrido's offender status, nor did he have ANY probable cause to enter or search Garrido's home based on what the neighbor told dispatch NOR was Garrido under any LEGAL obligation to tell the deputy he was a parolee is in any way related to how the Sheriff runs the organization. Those are facts. If the Sheriff ran his department in the way you wanted it run wouldn't change the way in which the deputy handled the call that night. The law and Garrido's legal rights, as known by the deputy that night, wouldn't change.

I'm no saying the SO doesn't have their problems or shouldn't be held accountable for the way it's been mismanaged, but I really don't see how the legal facts during the one call in 2006 is in any way related to how the SO, in general, is being run.

When people are arrested there needs to be probable cause (as a judge and jury found there was in Mr. Freitas' arrest by PLEASANT HILL) and he was BOOKED at the main jail in Martinez which is run by the SHERIFF's Department. After he and his parent's sued the City of PLEASANT HILL their lawsuit was dismissed WITHOUT a judgement against PLEASANT HILL (or the Sheriff's Office) and life moved on. Evidently you're alleging something that never was asserted that The Sheriff's Office is now suddenly responsible for this whole mess? Oh PLEASE TELL!
So, again, I ask what's your point? Are you holding the Sheriff and his ENTIRE department responsible because one of his former Deputy's son is a criminal and committed a crime in PLEASANT HILL? That's a reach at best and an irresponsible accusation on your part.

I believe norcali "Has" done her homework. I suggest you do yours and start by reading the blog she sited. I have. I have been meaning to answer your last post but I've been a little busy with other related matters. I don't like to be a name caller but if you actually believe that there is no potential (and I use the word lightly) for cooperation / interaction (and I use the words lightly) between local LE, the sheriff's dept, the DA and "THE BENCH" then you are truely niave. Sounds like you may be a member of local LE and maybe you're not. But I "do" come from a LE background and have always been a supporter of ethical LE. There are many stories to be told about improprieties that have occurred in this community. I do not intend to use this forum to be specific on that topic. So I hope that answers your questions. However, I do intend to take the topic to where it belongs. That would be the Grand Jury and other entities empowered to seek answers. Instead of attempting to decide these questions based on limited knowledge and conjecture, write the Grand Jury and tell them you want answers. At the moment, the only agency that I know of investigating the SO's role or lack there of in the Garrido/Dugard matter is the SO and their own IAI. You couldn't possibly be so naive as to think that this community would actually get the truth from the (self admittedly incompetent) SO. BTW: That limited knowledge I spoke of is actually all we seem to get from local LE and the local "Rag" that wants to call itself a paper with their so-called investigative reporters. Actually, it was the true assailant, Christopher Escover, and his victim (a juvenile at the time) who were in the boys bathroom when the attack occurred. It has been reported Escover and his victim had a previous conflict at a Concord skate park which was the reason for the retaliatory assault. Anthony, on the other hand (with four, immediately available, credible adult alibi witnesses--one a sworn peace officer at our juvenile hall in Martinez), was working on a class project in a classmate's home when the attack occurred on the College Park High School campus. He had never heard of Escover, or the victim. Neither of them had heard of Anthony. Anthony's arrest and incarceration was simply a result of what appears to be the PHPD's still unexplained, apparent special treatment, as well as their unconscionable lack of effort and rush to judgment. These specific officers within the Pleasant Hill Police Department (named in our blog) have not apologized to Anthony for their substandard actions and wrongful assumptions. The PHPD has continually placed blame on the victim and witnesses who were "congregated" together during the grossly tainted suspect ID process. It appears there's been no accountability with regard to the actions of specific PHPD officers, and the unsupported and false, officially documented statements made by some. I have no axe to grind with you OR NorCali. I'm NOT a LE Officer (or Deputy) but I am a true, red-blooded American who believes (to my core) that our Law Enforcement Community and our Justice System is the best in the world. Unfortunately on these boards I'm in the minority and it's sad those that do support LE are accused of being one. I can deal with that as I've been called worse!
That being said, our justice system isn't perfect and like any other vocation people that should not be in the profession slip through the cracks and get hired OR they change while working in the profession and act as criminal as those they swore to protect us all from. LE Officers make mistakes. Some are honest mistakes based on good faith and some are purposely and criminally made. Those tend to be the ones we hear about as they shock us to our core. Those that offend should be prosecuted just like "normal" criminals.
I took issue in my previous post with the way "NorCali" portrayed the Sheriff's Office needing to be investigated for an incident that was neither initiated by them or involved in except for the housing of the accused (later found NOT to be involved) and the lab testing of some blood evidence. I took issue that the tactics used in that post were as raggedy as the rag you accuse a certain paper to be.
I also pointed out in my response that based on my own checking (Googling) that it would appear the criminal and civil courts have ruled and found neither P-HILL or the SO guilty of what the Frietas' accused them of. Are we to take from the court's ruling that the courts too are corrupt? Where does it end? Case law is case law and it doesn't change the fact that P-Hill acted within the parameters of the law and acted upon the information provided to them but alleged witnesses. The Freitas lad isn't the first innocent person arrested for a crime he didn't commit but he certainly wasnt convicted of a crime as the truth was revealed and the proper person was charged. The Sheriff's Office however WAS NOT responsible or in need of an external probe of it's administration because the son of one of it's employees committed a criminal act.
I'm not looking for a fight on this board and you will see, I hope either in my previous or future posts, that although a pro LE supporter I'm NOT a blind allegiance follower. If I see smoke I will look for fire. If I see a smoke screen or BS I will call people out in the same way I expect to be called out should I do the same. This forum is for the free exchange of opinions and no one is entitled to mine.
Like I said, I'm just looking to see the truth posted fairly without key points or facts omitted to fit someone's agenda. The truth doesn't need to be molded or manipulated. I look forward to agreeing or locking horns with you, respectfully of course, in the future.

Please for the sake of our children, can we be humble and learn from these failures...please... Wiping the egg off LE face is better than having this situation happen ever again...

Well, I'm not a police officer BUT I will say the courts found the police department in this case did not violate Mr. Freitas' legal/civil rights and his arrest and one night stay in jail was based on probable cause. The case was taken to a civil court to hear Mr. Freitas' and his parents issues on how he was treated and that SEPARATE court did not see where he had been so picked on by the police department in question. Look, I'm NOT claiming to have ALL the facts in this case but I will say that our system has checks and balances set up for those that are wronged to seek justice (in layman's terms-CASH!). The courts ruled against him. Now we have to hear about how wronged he was, and he might have been in the sense that what happened to him was unfortunate but the police departments didn't act ILLEGALLY or with malice towards him. The courts ruled. Period. The review was done and he had his day in court. Time to move on. That is my PERSONAL belief on my admitted limited knowledge on the subject. He lost in court when he had his chance to air his grievances. I hope he can move on with his life and I pray his family allows him to do that instead of looking like they are not letting it go for him. I truly feel sorry for the lad and hope nobody else suffers the fate he did, but it could happen. LE is made up of human beings and we need to realize mistakes are going to be made. It's how those mistakes are corrected, IMHO, is how I judge them. Were mistakes corrected quickly here? It doesn't appear as well as you or I would like for sure and from this experience I hope comes some real change.
To better answer your question in general, I believe our LE system could ALWAYS be improved. If you really read my previous post and didn't get sidetracked by one thing you disagreed with in the post thus causing your brain to not take it all in it's entirety you'd know I said our system has it's flaws and isn't perfect. When we settle for what we have we settle for mediocrity and that is where we all suffer as a society.

We all want to have faith in, and support law enforcement, however, when special treatment is provided the known, dangerous son of "one of their own" do you accept this as "just a mistake?" Or maybe "some" used to be good officers, but now they've changed? So then what? Time to move on? You're kidding. As a tax-paying citizen of Contra Costa County (and occasional visitor to Pleasant Hill?) isn't it up to you , and all of us to "keep them honest?" Have you (yet) become a victim of the unconscionable actions of "some" within our local law enforcement? Are the actions of the PHPD and our County D.A.'s office acceptable to you? Have your read our blog, or would you rather not know what actually took place? (JuryUninformed.blogspot.com) You won't get these details OR ANSWERS out of the D.A. or the Pleasant Hill Police Department. Learn about how much was WITHHELD FROM THE JURY during the trial before you're truly convinced justice was served. At the risk of sounding condescending, you remind me of myself before I was made aware of the serious improprieties that have occurred in this community. I will say again, that I am a strong proponent of ethical LE and I admire your stance in supporting them. However, and as I'm sure you are aware, the members of LE mirrior society and society has more than it's share of bad apples. At the moment, I'm not at liberty to disclose on this forum all that I know and would like to disclose. I am however presenting those facts to the Grand Jury. I continue to encourage the members of this forum and the community at large to ask the GJ to at least look into the facts surrounding the Garrido/Dugard matter. It is imperitive that the GJ take a close look at the SO and it's management over the past 18 years of Jaycee's captivity. Anything remotely related to to Rupf's tenure has to be considered in evaluating the reasons behind the protracted captivity of Jaycee. "Inquiring people want to know!" If nothing improper has gone on, what harm can there be in clearing the air? It will be nothing short of the facts that you ask for that the GJ will be obligated to consider should they decide to undertake an in depth investigation.
You asked for some smoke and I'd like to give you some. Please log on to the bos website and view the videos in the public comment portion of the meetings on 9-22-09 and 10-6-09. A couple of fellas had some rather interesting things to say regarding some issue they had with Rupf. Their "facts" seem rather hard and fast to me. Secondly, it is, to the best of my knowledge, a "fact" that the son of a former Pleasant Hill Mayor and deputy sheriff was positively identified as the assailant in a seperate attack that preceeded the attack that Freitas was improperly arrested for. Apparently, that positive ID was made by the victim himself. The DA, for some unknown reason, failed to press charges in that assult. Very convenient for the son of a fellow LE member. Pretty smoky wouldn't you say?! Had they done so, as they should have, there would have been no second stabbing, no improper Freitas arrest and obviously no endangerment to the public at large.
If you haven't seen them, I'd also like to direct you to the post(s) submitted by "lawyering" recently. I believe they may have been written on a different post/ site related to the Dugard case. I remain hopeful that more responsible members of the SO and LE in general will come forth with testimony to contribute to the GJ.

You can get basic info by searching the 'fictious names'. I think you have to get one of those before you get a license? It will at least give you who the business is registered by and the date.

You might get this information from a newspaper archive in the area of that time. As far as I know, there are some Libraries that have virtual assistance. Or you might be able to get someone to stop by a Library? I might be at one today and can ask - but I am not sure how resourceful they are here?

The question still remains as to how quickly an officer was told to respond and how quickly that officer arrived on the scene.
The anonymous caller did point out that it had to to with Jaycee, the missing girl (she was looking at the poster)
Perhaps LE could have immediately called the gas station and asked them to record the license plate. I assume the gas transaction was in cash?
If neither Sheriff's department or anyone else did anything in the area of Oakley to post flyers about the van or the sighting asking if anyone had any information. Was anything posted in the local news about it asking for tips? Etc. It seems quite likely that if a good effort had been made someone would have come forward if that was Garrido's van and he lived only a few mile from the gas station.
(as someone else mentioned first) It seems likely given the proximity to his house that he gassed up there again or even regularly. They could have done a mock-up pic of the van and placed it around the area (if they didn't). ... Not easy for El Dorado County to search CC County on a regular basis. If Jaycee (or another girl) were looking at posters of Jaycee Missing, then wouldn't it have been easy to post info and a mock-up of the van at the same spot and at other spots?

Typing someone's name and stating "he seems to be the same fire chief that got off of criminal child molestation charges" is a LOT different than he IS the individual.
I have no idea if you're wrong or right and I have no vested interest in this discussion whatsoever, but I guarantee you that if I was the person named, and you were incorrect, I would make sure my lawyer was drafting a war plan to bury you in lawsuits. I'm pretty confident the result of that war plan would include me being on my way to owning your house and anything else you held valuable. If he is the same guy an affirmative defense is the truth.

Yeah, that is correct. I just read in the Examiner that Kathi Russo's (Lisa Norrell's aunt) father owns the house 2 doors down from Garrido. During the searches of Garrido's property she had flyers about Lisa posted on her fence for the media to see. To me that seems like too much of a coincidence.

Such official secrecy, and the inaccessibility of what are normally public documents (See HOW-TO), have given rise to questions about why the Contra Costa County District Attorney's office dismissed charges against Shoemake, even though police have yet to charge a suspect with Lisa's murder. At one point police arrested two Pittsburg men, David Heneby and Garry Lee Walton, as suspects in the case. Phillip Garrido Created His Own Elementary School in 2006
That’s right folks, the same guy who admitted to visiting local elementary schools just so that he could masturbate was able to get a business license to run his own elementary school just outside of Antioch. While there is no evidence to suggest that Garrido ever enrolled students in the school, the mere existence of the business license raises troubling questions about the safety of California’s private school system.
According to the Contra Costa County recorder’s office, Garrido filed two applications for his school. The first was filed on Jan 31, 2006 and used the name of “The Phillip C Knight” for the business. In August, he filed a second application and used the name Phillip C Knight Institute.
‘Phillip C. Knight’ is an alias that Garrido also used on his website, ‘Voices Revealed‘. The website also lists his e-mail address as ‘phillipcknight@yahoo.com‘. One purpose of using the alias may have been to hide the fact that his private school was being run by a registered sex offender.
At the time of the business filing, Jaycee’s two children would have been 12 and 8 years old. While the exact nature of the “institute” isn’t known, there seems to be two different schools of thought on Garrido’s possible motivations. The first is almost too terrible to imagine, that he intended to run his own elementary school in order to groom future victims.
Given his religious beliefs, it’s not too difficult to imagine a scenario where he could have convinced followers to enroll their kids into into an academy where he was head principal. The mere fact that he was able to get this kind of business permit to begin with raises some serious questions about what type of screening takes place, when someone wants to start their own private school in California. If sexual predators are able to get around the criminal background checks by starting their own business, what safeguards are in place to protect our children?

The article is real. It's online at antiochgrove dot com. I haven't been able to verify that Garrido actually started a school or would have been able to. All I have seen in public records is a filing of a fictitious name statement. That in itself is scary and to me shows intent. If anyone is able to check public records further that would be great.

Jaycee Dugard's Kidnapper Planned To Open His Own School And Government Stamped His Application!
In yet another one of those How Could Authorities Have Let This Happen? revelations surrounding the Jaycee Dugard case, it has now been learned that her accused kidnapper and rapist, Phillip Garrido applied for what is known as a Fictitious Business Name to open his own elementary school.
Using his own name, Garrido completed a Fictitious Business Name Statement in 2006 to open the Phillip C. Knight Institute. It was approved and, in fact, he still legally holds the name. It doesn't expire until August, 2011.
The application was put through even though Garrido signed for it using his own real name -- a name that could have been easily checked against the state's data base of sex offenders.
There is no evidence Garrido ever actually opened a school, and some are suggesting he may have been setting up a dummy institution in case it was ever discovered that the two children he fathered with Jaycee -- who were 12 and eight at the time of his application -- were not being educated. radaronline

Also, thanks gata for the snippets about the two girls who were seen with Garrido and have not been found or identified. That is frightening also and I hope we do not find he is hiding some other operation somewhere and current rimes. I wonder if his wife is telling any secrets? And, I wonder if Jaycee knows more about what has transpired over the years to aid law enforcement. Although I do hope they can fully research whether he is connected to all those past unsolved crimes.
Does anyone know if the FBI is involved? I guess I am hoping all of this is not being handled locally. No offense to all the good police investigators.

I sure would like to know how the parole system failed to make Garrido register as a sex offender in California until 1999!
He was on lifetime Federal parole then transferred to State parole. When he was rearrested in 1993 on a parole violation (drugs), California didn't notify the Feds!
So, Garrido wasn't registered as a sex offender when LE was 'hot on the case' looking for Jaycee. If he had been the 1992 tip might have led to finding her.

And how did Ralph Hernandez, with over 30 years of law enforcement experience, not have a clue something was wrong? Shouldn't his experience have alerted him that a man saying he had invented a machine that could read thoughts was schizophrenic? Instead Hernandez took Garrido's money and got people to sign affidavits stating it worked!
This leads me to wonder if some in law enforcement didn't just turn their heads and ignore the signs? Who is this guy and how did he get wrapped up with Garrido? No, I don't believe that Garrido got his name out of the phonebook!

On February 1, 2008, Garrido invited Hernandez to his Antioch, Calif., home where the two sat in the living room and went over documents related to Garrido's invention. Hernandez says Garrido was "excited" about the discovery, but did not seem psychologically unstable.
While Hernandez was there, he met Garrido's wife Nancy, and "a young lady who may have been Jaycee or her oldest daughter." Hernandez said Garrido either introduced the woman as his own daughter or the daughter of a friend. He does not specifically recall."

Problem is -what IS weird -And weird is not reportable, neither is creepy or other things. Nothing you can do. Sometimes weird is OK and sometimes refreshing - lol. Sometimes people have weird moments or periods of time etc.. But I would hope that a PI would look up the person they are doing business with - it is almost part of their existence. (I dated one - they look up everything! LOL)
I digress - either way it is hard. As some of the scariest are not weird at all ;)

I would have rather heard him say, it was weird and fascinating than saying Garrido acted normal. But then again, maybe he was asked to say that so Garrido can't call him as a witness for an insanity defense!
I revisited Garrido site today and had to wonder if he wasn't trying to set that one up all along. I can't remember why I thought that right off hand. It was something in his writing - maybe if you go to his profile, it was the title he had already made up of blogs (although I think only one had any content on it)

Yeah, Garrido's religious manifesto and ramblings are enough to fill many threads. It was reported that law enforcement removed boxes of his writings but haven't yet found anything of value. I agree that he wanted to be caught, but that's not my focus at the moment. :)

I'm not so sure he wanted to get caught as much as if he did he had his excuses in place. That same excuse serves other purposes though. I do think he was having a hard time not running around shouting at the mountain that he had cured himself - although I am not sure this would have been obvious to others as anything but curing general spritual sickness that psychology cannot cure.
I doubt PI's are required to look at anything if they are just performing a limited service for someone one, e.g., documenting weird little boxes for some unknown purpose. It might not have been in Garridos grand plan, but with the registered 'Institution', the blog and literature (propaganda), the PR he was doing in promoting it, and the validating of some other worldly invention, we can see they were all tools he was developing to to convince others to believe him and to join - I guess with himself as the head cult leader. I would think a little bell would go of in anyones head who looked at just a few of these things, let alone just the religious stuff if they had any law enforcement experience. I would find it difficult to believe that someone who had been in law enforcement that long wouldn't talk to some of his law enforcement friends and say, "Hey, this guy seems a little far from the normal range." Then there was evidence of him bilking someone out of large sums of money as well as all the other incident reports and TENTS in his backyard.
I also wonder if those girls he was reportedly sited with were already a part of this - perhaps someone's parent or parents let them go with Garrido because they were connected to him 'religiously'.

The GPS ankle bracelet angle does point out that parole agents are not inspecting the data in detail. My GPS usually nails down the location to within a foot. The parole agents apparently never noticed regular excursions into the back yard, probably at unusual times too, and followed up on this.
It's reported that Jaycee's children would fall asleep in his arms at night. It also seems there was zero evidence of children in the main house. I did not see any in the photos and when police visited the day before his arrest they went through the house looking for these mysterious children. Presumably they would have spotted and followed up on any evidence of children in the house. The point is, it's possible the children either were never in the house meaning the GPS would show a lot of time in the back yard and yet no follow-up on what he was doing back there. The guy had drug arrests too meaning they'd be on alert for either meth labs or a back yard "drug den." They would be looking because of the GPS info which would also pinpoint exactly where in the back yard he was.
The other possibility is that the Garridos, and that would include the elderly mother when she was more able, are excellent at cleaning up after the children (Jaycee and then her own children) to remove evidence of their existance from the house. This would include no tippy-cup style small cups, cereal, diapers, toys, clothes, car seats, etc.
It's my understanding that Garrido's mother has been living in the house all along. Presumably noticed that her convicted rapist son suddenly acquired an 11 year old girl at the same time as a widely reported kidnapping and that the child then had at least two children of her own? Garrido's mind-control box must have been on overdrive.

[Neighbor] Mike Rogers detailed strange parties and goings on in the backyard of Phillip Garrido, where the girl and her two daughters—fathered by Garrido—were held captive.
The Antioch builder told the Daily Mail that Garrido made crystal meth using household utensils and frequently invited “perverts” to his home to regale in drugs, sex and drinking. Rogers went so far as to call the Garrido home a brothel.
On one occasion, Rogers said he watched a group of men carrying crates of beer, enter the Garrido backyard. He told the Mail they lit bonfires, played music, shouted, and laughed into the early morning hours.
A disturbing detail in Rogers' story is that the men would take turns entering a tent in Garrido’s backyard. “I saw them bobbing up and down and I thought, ‘My God, there is something sexual going on in there,’” recounted Rogers.
He claims to have peeked through a crack in the fence and saw the men “…drinking beer and smashing the bottles on the ground. I thought they had a prostitute or something in there. I thought it might have been some kind of sex party or something. It happened quite often. They were different men each time.”
Rogers noted that when a man would exit the tent, he was given a high-five by the others.
He said he discussed the matter with his brother, Dean, who also lives in the neighborhood. Rogers said they agreed not to contact police explaining, “People don’t even waive to each other or say hello here. You just pay no attention to what is going on with other people. I believe the same guy told police he heard screams a couple of times and that he thought the men (or many of them) might have been illegals. I thought parole officers often talked to the parolee's neighbors as one check on them? Too bad these guys did nto report this. I hope Jaycee has information to give them. I'd like to see the guys who attended these parties arrested even though I'm sure there's no chance of that - you never know, maybe someone recorded a license plate number or someone will come forward who knew/heard about it.

I would like to see this investigated. Who were they hiring. Were those folks at the Garrido house. Was there some connection to their business and prostitution and if so, could that have been connected to anything going on at the Garrido house and to anyone else outside of the Molinos/Their workers. I'm not accusing anyone here, but I think it is one avenue that should be thoroughly investigated, esp given so many prostitutes were murdered. I was honestly taken aback by what Mrs. Molino said in interviews. It either seemed cold and calloused or like there was some underlying motivation for trying to paint it as if Jaycee was dishonest and lived a decent life.

It appears as if she was trying to make money a whole bunch of different ways. I am all for rehabilitating prisoners. I sitll have to wonder who they were hiring though and their/her raltionship with Garrido. She tries to downplay it in the news, but obviously he knew her well enough to show up at a hearing. I can see why they were instantly raided and not one, but three of their properties, because of her husband being on parole and that brithday party alone. Although you have to wonder if there is more. Maybe there isn't

1. Why is there no record of the 15 year old Garrido took to the Riverview Motel, drugged and raped in 1972? And why wouldn’t charges be brought against him? Even though she refused to file charges she was a minor. There is a record of it - there were simply no charges brought and no conviction sought. Even though she was still a minor, she would have had to testify in court at that time as DNA testing wasn't even available in 1972. If she wouldn't testify - there was no case. Also, in 1972 they were still doing the things we see in dramas now about interrogating the victims as if they were liars and putting them through another brutal attack on the witness stand. Many of the victims from that time wouldn't go through it all again as adults...as children - their parents wouldn't tolerate the addition of a new trauma in their child's life. We have come a long way since then...thank God!
2. How was Garrido able to start and register his own elementary and secondary school under an alias but with his home address (listed on Megan’s Law)? And why didn't his PO know about it? People can apply for anything they want to apply for...sometimes, that is what actually gets them caught by LE. However, applying for something and being granted the privilege of doing it are different things. I may have missed something, but I didn't see where it went beyond the application phase. I also didn't see where any students had enrolled and/or attended his 'school'. This might be a good question to add the list of questions asked of parolees, though. Something like 'have you applied for or begun operating a business - whether for profit or non-profit?' 'If so, what kind of business, what is the name and to whom did you apply?' 'Please provide a completed copy of the application you submitted for your parolee file so that we may contact the entity as well.' That way, the parole officer could send a 'courtesy statement' of his/her client's current legal status to the same place and yet another check and balance would be in place from here on out.
3. Why did reports of the 1992 tipster just now resurface and why was it never forwarded to the El Dorado County authorities? Do we know that it wasn't reported to El Dorado County authorities? I agree that it certainly should have been. It was their case and they are the ones who would be most interested in solving it.
5. Why was it Antioch PD that interviewed Jack Medeiros about Garrido stealing $18,000 from him if it occurred in the unincorporated area of Contra Costa County? Was his criminal record checked and why wasn’t his PO contacted? Jack lived with the Garrido’s for a time before going to a nursing home. Funny you should ask...how many times have we seen the various posters state that the problem here is CCCSO - NOT the APD...seems they may have some culpability afterall. Not that placing blame will solve anything, but I think that sharing the blame and exposing the weaknesses can certainly lead to a more productive future.
I didn't really understand number seven - I could have taken a number of different routes with the conversation here, but I will wait for your clarification before continuing.

You know, the main point in all of this is that there are many opportunities that presented a chance to stop this madness, both by differing LE agencies, neighbors and family members.
First pg's Dad. If he is convinced that his son murdered the prostitutes killed in Pittsburg, why didn't he contact police with his concerns? Placing blame on Patriicia only flies so far in my book.
As for Patricia. I do NOT believe that she has dementia. I have been an RN for over 18 years and you do not function at a high level of reasoning, with an ability to give interviews that have information about the past, and current events if you have dementia. Usually dementia patients remember things 50 years ago without problem. As you move further, memories in the short term area of the mind are often affected greatly. This is especially true as time with the disease process moves on and the effects of the disease ravages the mind. Dementia patients are not able to "block out memories at will" as Patricia stated she did in an interview. When it comes to Patricia, I feel she is accountable for what happend 18 years ago, and seems able to still remember events and occurances throughout the time Jaycee lived there. Not exactly dementia sounding to me.
Phillips brother. He seems to be very distant from his brother and Mother. Did this occur prior to or after pg showed up to his Mothers antioch residence? Did he perhaps think something was wrong with raising children in a backyard but ignored it? Was he even aware that this is how things were? To me he is an unknown at this point. He did say he met the girls though.
Did none of these people require explanations for any of this bizarre behavior? You would think that there would have at least been some questions out of curiosity if not from wondering why and how a sex offender could have fathered a child while incarcerated and unmarried. Then showing up with two additional children while married to nancy should have raised suspicion in the families minds.

I agree and you ask some very good questions - it's not like Garrido and his wife went off to the mountains and lived some secluded life. Manuel Garrido said Patricia has only had dementia for 6 years. I would assume that means onset started 6 years ago which would have been mild? I wonder if she will be examined to see just how advanced it is or whatever.

For your sweet comment. I have read other reports that claim she has early signs of dementia 10 years ago, but either way she is doing VERY WELL and not showing too many symptoms of the disease process!

This is a picture of the entrance from Garrido's backyard to the "secret" backyard. I don't understand what makes it so difficult to detect??? It looks like a regular gate that would lead to something still a part of the same yard. How did LE miss it?
The several times the fire department were called to fires in the backyard why didn't they report the code violations with all the many illegal structures and tents? And did they suspect he was manufacturing meth back there?

Thank you for the pic... It does seem that anyone who went in the backyard would see the gate. Plus, in 2006 they were told people were sleeping or living in the tents.
In addition, the 2006 officer told Garrido the tents might be a code violation and the fire dept going there several times no one reported code violations or cross-referenced reports at this house or called his parole officer. If he was cooking meth, seems there could have been some indication of that around the property also.
The 2008 sweep visit.... no code violations checked/reported or cross reference to 2006 report either? It bothers me further that it appears they already knew the ground with the tents on it belonged to him yet all those claims of "We didn't know his property didn't end at the fence." Uh, huh. I can't wait to see the actual reports to see if it is written down anywhere that there was no access to the records database right then. Wouldn't it be standard proceedure to access the database and check on such a serious charge once it is available or do all reports just not get checked because "at the time" we couldn't access the database? That's scary.

01 Maybe. It's hard to tell by the arial photo. Pictures of the small part of the backyard showe a fence that ran the length of the yard so it seems even if there was a tarp hanging over part of it that would raise suspision. Like I said, when the leaves are gone off the trees it would also be more visible.
It was reported by Patricia Garrido that the girls ran back and forth from the tents to inside the house all day so there had to be fairly easy access. Not an 8' fence all along the back. I can't see Garrido climbing the fence everytime he wanted to go do his thing back there. :)

Thanks for the directions on this. I think you can also get maps from other years from USGS. Perhaps it is the same pics/images/data though, I don't know.
It dawned on me that it could also be beneficial to look at other areas around there this way, haven't thought that through too much though.

I don't believe the woman raped is lying because I can't imagine anyone would come forward with this kind of detail. It also appears that Gresset is not even denying the scenario, which is disturbing as far as sexual habits, he is just denying there was consent? He also cannot deny the tone and jokes he promoted int he office. This should not have been going and an co-workers shoudl ahve reported this long ago.
What I also find particularly disturbing is that Michael Cardoza, Gresset's lawyer, has been commenting on the Jaycee Dugard case on major media outlets/news claiming he has inside info from the CCC investigators in the Garrido case. Interesting since Cardoza claims the rape victim is politically motived. Put that together with the fact that Michael Cardoza seems to be the sole source of a story spread like wildfire on the internet in forums and news that Jaycee was absolutely isolated for 3 1/2 years after her capture (interesting where he claims he got this info). You have to wonder if he is doing damage control for Contra Costa County Sheriff's office because of the possible 1992 sighting of Jaycee Dugard at a gas station only 2 miles from Garrido's home.
Cardoza has sure made the rounds with this little tidbit of info (and, I can't find any other sources claiming this is true)...

Not sure who is leaking information? Who is not sure? It's certainly not Nancy leaking it to the press so it must be inferred this means Nancy is seemingly telling this to LE who are leaking it via Cardoza. Anyone else concerned that Cardoza is representing Gressett and seem to have a pipeline into the Contra Costa Sheriff's Investigation here?

There is alot of speculation about Jaycee and her case. Maybe the prosecutors, jury, judge, police, hospitals, psychologists, psychiatrists and community need to hear from others who have gone through similar experiences- then you might understand what steps to take to change things for our future generations. Our children our at risk every day, but we hide our heads in the sand? Lets change the laws and the consequenses, let everyone know in the community who people are. I do not have all the answers, but different solutions are needed to deal with our changing world. Are you sure our children are really safe? On the other hand, if you 'smile' at a child nowadays- the child starts to 'cry'- because we have overdone the 'stranger' being a bad person and going to abduct them? Its usually someone you know who is 'abusing' them... Children need a safe enviroment in general - and we are not providing this to them. We can show by our actions and have a heart.

When I read about the incompetency of law enforcement to do their job in this case, it makes me angry. Each time I read something they overlooked or could have followed up to have resolved this years ago, my blood boils. Simply, their inaction let the crime continue. It makes me wonder why this was the case. IMHO, quite simply, they were not looking for Jaycee. They had given her up for dead. The reality is that, as it seems from some other posts, the Garrido's did not have this as one of their intentions at all.
Maybe LE need to be less pessimistic in such cases, and consider that sexual predators could be a little smarter than they think. Clearly in this case, the Garrido's were well ahead of LE. For 18 years, they out-thought LE! So much so, that I think they thought they would never get caught! To stop this from happening again, LE needs a change of attitude in thinking that the worst has happened (i.e. the child has been killed). That change will save another child from experiencing what Jaycee has been through.

LOL You're so right!! The Sheriff's Office and Antioch PD should have KNOWN Garrido was hiding Jaycee on his property after kidnapping her from 150 odd miles away! How stupid of the beat Deputies and occasional Antioch Officer that may have driven by his house for not knowing exactly where his property line started and ended. What idiots they were for not knowing everything BEFORE it happened or at the very least AFTER it happened. The FACT that the Garrido's could go undetected for 18 years (despite being on parole and, at one time, in prison!), means that they did out-think LE. That is a fact...quite simple...quite undenible. Unless you deny those 18 years existed, you cannot possibly conclude otherwise. And as we know, those 18 years did existed...they did not disappear in a time-warp, as some in LE would hope could happen now.
Also, if they had been hiding, say, in the mountains of Idaho...I could, maybe, in some ways, accept LE overlooking them. But for goodness sake, they were located in an urban area...that not only says alot about LE incompetence but also general public apathy and local authority failures.

I'm impressed by the input I've seen in these forums, both pro and con about and from LE. But the truth will not be arrived at by ongoing conjecture. This community needs to come together and demand an independent review of SO involvement or lack there of in the Garrido/Dugard matter. There is much to be learned about Rupf as sheriff and a Grand Jury investigation is about the only thing locally that I think will produce any results. Write the Grand Jury and let them do their job. The bos at the moment is only relying on an SO internal affairs investigation regarding the Dugard matter. Do you honestly think we'll get an unbiased review here? Do you think we'd get an unbiased review from a BART AIA. I encourage you to write the GJ. You can contact them at the CCC website or write me here and I'll lend a hand.

Ok. You've made the statement so please, explain your accusation. What I'm interested to hear is how a beat deputy who responds to ONE call in which he wasn't provided with any information as to Garrido's offender status, nor did he have ANY probable cause to enter or search Garrido's home based on what the neighbor told dispatch NOR was Garrido under any LEGAL obligation to tell the deputy he was a parolee is in any way related to how the Sheriff runs the organization. Those are facts. If the Sheriff ran his department in the way you wanted it run wouldn't change the way in which the deputy handled the call that night. The law and Garrido's legal rights, as known by the deputy that night, wouldn't change.
That being said, please explain how there is a direct correlation between how the SO has been run for the past 18 + and the protracted captivity of Jaycee and her two kids. Not conjecture, but facts. I'm no saying the SO doesn't have their problems or shouldn't be held accountable for the way it's been mismanaged, but I really don't see how the legal facts during the one call in 2006 is in any way related to how the SO, in general, is being run.

He was working on a school project with two other students at the home of one of his friends. On Sunday, January 14, 2007, Christopher Escover, 17, the son of former Pleasant Hill Mayor and Contra Costa County sheriff's deputy Chuck Escover, turned himself into the police. He confessed to waiting in one of the school's bathroom for the boy, who he held a grudge against, to come in. When he did, Christopher stabbed him in the back. Christopher then led the police to the canal where he dropped the steak knife. Police intend to try Christopher in adult court on charges of assault with a deadly weapon with an enhancement for great bodily injury. On Wednesday, May 30, 2007, Christopher pleaded no contest to attempted robbery, false imprisonment and two counts of assault with a deadly weapon and enhancements. He was sentenced to five years in state prison."

Mr. Freitas' arrest was by the PLEASANT HILL POLICE DEPARTMENT NOT the Sheriff's Department. When people are arrested there needs to be probable cause (as a judge and jury found there was in Mr. Freitas' arrest by PLEASANT HILL) and he was BOOKED at the main jail in Martinez which is run by the SHERIFF's Department. After he and his parent's sued the City of PLEASANT HILL their lawsuit was dismissed WITHOUT a judgement against PLEASANT HILL (or the Sheriff's Office) and life moved on. Evidently you're alleging something that never was asserted that The Sheriff's Office is now suddenly responsible for this whole mess? Oh PLEASE TELL!
So, again, I ask what's your point? Are you holding the Sheriff and his ENTIRE department responsible because one of his former Deputy's son is a criminal and committed a crime in PLEASANT HILL? That's a reach at best and an irresponsible accusation on your part.
Stop showing your bias and do some basic investigation and FACT CHECKING before posting such garbage. However, I do intend to take the topic to where it belongs. That would be the Grand Jury and other entities empowered to seek answers. Instead of attempting to decide these questions based on limited knowledge and conjecture, write the Grand Jury and tell them you want answers. At the moment, the only agency that I know of investigating the SO's role or lack there of in the Garrido/Dugard matter is the SO and their own IAI. You couldn't possibly be so naive as to think that this community would actually get the truth from the (self admittedly incompetent) SO. BTW: That limited knowledge I spoke of is actually all we seem to get from local LE and the local "Rag" that wants to call itself a paper with their so-called investigative reporters. With all the stench that exists in this community, the only kinds of investigative reports we get from the CCT are those about "Rusty Ships" in the straights. Norcali, We do appreciate you bringing to the public's attention our blog address related to the stabbing at College Park School, and the Pleasant Hill Police Department's cursory arrest and incarceration of our son, when in fact it was the former mayor of Pleasant Hill/retired Contra Costa County sheriff deputy's son who was the true assailant. Actually, it was the true assailant, Christopher Escover, and his victim (a juvenile at the time) who were in the boys bathroom when the attack occurred. It has been reported Escover and his victim had a previous conflict at a Concord skate park which was the reason for the retaliatory assault. Anthony, on the other hand (with four, immediately available, credible adult alibi witnesses--one a sworn peace officer at our juvenile hall in Martinez), was working on a class project in a classmate's home when the attack occurred on the College Park High School campus. He had never heard of Escover, or the victim. Neither of them had heard of Anthony. Anthony's arrest and incarceration was simply a result of what appears to be the PHPD's still unexplained, apparent special treatment, as well as their unconscionable lack of effort and rush to judgment. These specific officers within the Pleasant Hill Police Department (named in our blog) have not apologized to Anthony for their substandard actions and wrongful assumptions. The PHPD has continually placed blame on the victim and witnesses who were "congregated" together during the grossly tainted suspect ID process. It appears there's been no accountability with regard to the actions of specific PHPD officers, and the unsupported and false, officially documented statements made by some. I have no axe to grind with you OR NorCali. I'm NOT a LE Officer (or Deputy) but I am a true, red-blooded American who believes (to my core) that our Law Enforcement Community and our Justice System is the best in the world. Unfortunately on these boards I'm in the minority and it's sad those that do support LE are accused of being one. I can deal with that as I've been called worse!
That being said, our justice system isn't perfect and like any other vocation people that should not be in the profession slip through the cracks and get hired OR they change while working in the profession and act as criminal as those they swore to protect us all from. LE Officers make mistakes. Some are honest mistakes based on good faith and some are purposely and criminally made. Those tend to be the ones we hear about as they shock us to our core. Those that offend should be prosecuted just like "normal" criminals.
I took issue in my previous post with the way "NorCali" portrayed the Sheriff's Office needing to be investigated for an incident that was neither initiated by them or involved in except for the housing of the accused (later found NOT to be involved) and the lab testing of some blood evidence. I took issue that the tactics used in that post were as raggedy as the rag you accuse a certain paper to be.
I also pointed out in my response that based on my own checking (Googling) that it would appear the criminal and civil courts have ruled and found neither P-HILL or the SO guilty of what the Frietas' accused them of. Are we to take from the court's ruling that the courts too are corrupt? Where does it end? Case law is case law and it doesn't change the fact that P-Hill acted within the parameters of the law and acted upon the information provided to them but alleged witnesses. The Freitas lad isn't the first innocent person arrested for a crime he didn't commit but he certainly wasnt convicted of a crime as the truth was revealed and the proper person was charged. The Sheriff's Office however WAS NOT responsible or in need of an external probe of it's administration because the son of one of it's employees committed a criminal act.
I'm not looking for a fight on this board and you will see, I hope either in my previous or future posts, that although a pro LE supporter I'm NOT a blind allegiance follower. If I see smoke I will look for fire. If I see a smoke screen or BS I will call people out in the same way I expect to be called out should I do the same. Jeff, I admire your passion for being a true-red blooded American...who doesn't. However, I can't see how you can make the claim that we have the best Law Enforcement and Justice System in the world. I've been to few places in the world and even have relatives from other countries. If we are going to have a prize at who is "the best", then I would suggest countries like Canada, Britain, Australia, New Zealand and Japan would be more competitive than we are.
This case has seriously highlighted some very big gaps in LE. To consider otherwise is to be blinded to reality (I could say that more strongly...). Do you truly believe the performance of LE in this case is acceptable? If you answer no, then we need to improve our LE. If it is yes (and I sincerely hope you think twice if that is to be your answer, as you look at your daughter/neice/sister at the same time...never to seem them again for 18 years), then we have not learnt anything. Even if it is 'partially true', then we still need to learn from those 'partial' mistakes. If we really want our LE to be the best in the world (and I do), we have to acknowledge these failures and address them immediately. Not doing so is the height of arrogance and ignorance. Please for the sake of our children, can we be humble and learn from these failures...please... Wiping the egg off LE face is better than having this situation happen ever again...

There are plenty in our society that remounce their own government and even conduct domestic terrorism against it so....

One only has to "Google" to find fault in EACH and EVERY country's judicial and/or criminal system you listed. I believe we have the best system for many reasons but to keep this brief I'll leave it as it my "OPINION" and I'm entitled to it.

Well, I'm not a police officer BUT I will say the courts found the police department in this case did not violate Mr. Freitas' legal/civil rights and his arrest and one night stay in jail was based on probable cause. The case was taken to a civil court to hear Mr. Freitas' and his parents issues on how he was treated and that SEPARATE court did not see where he had been so picked on by the police department in question. Look, I'm NOT claiming to have ALL the facts in this case but I will say that our system has checks and balances set up for those that are wronged to seek justice (in layman's terms-CASH!). The courts ruled against him. Now we have to hear about how wronged he was, and he might have been in the sense that what happened to him was unfortunate but the police departments didn't act ILLEGALLY or with malice towards him. The courts ruled. Period. The review was done and he had his day in court. Time to move on. That is my PERSONAL belief on my admitted limited knowledge on the subject. He lost in court when he had his chance to air his grievances. I hope he can move on with his life and I pray his family allows him to do that instead of looking like they are not letting it go for him. I truly feel sorry for the lad and hope nobody else suffers the fate he did, but it could happen. LE is made up of human beings and we need to realize mistakes are going to be made. It's how those mistakes are corrected, IMHO, is how I judge them. Were mistakes corrected quickly here? It doesn't appear as well as you or I would like for sure and from this experience I hope comes some real change.
To better answer your question in general, I believe our LE system could ALWAYS be improved. If you really read my previous post and didn't get sidetracked by one thing you disagreed with in the post thus causing your brain to not take it all in it's entirety you'd know I said our system has it's flaws and isn't perfect. When we settle for what we have we settle for mediocrity and that is where we all suffer as a society.

At what point in the Freitas "travesty of justice" would you stop asking questions? And for what specific reason(s) would you stop? We all want to have faith in, and support law enforcement, however, when special treatment is provided the known, dangerous son of "one of their own" do you accept this as "just a mistake?" Or maybe "some" used to be good officers, but now they've changed? So then what? Time to move on? You're kidding. As a tax-paying citizen of Contra Costa County (and occasional visitor to Pleasant Hill?) isn't it up to you , and all of us to "keep them honest?" Have you (yet) become a victim of the unconscionable actions of "some" within our local law enforcement? Are the actions of the PHPD and our County D.A.'s office acceptable to you? Have your read our blog, or would you rather not know what actually took place? (JuryUninformed.blogspot.com) You won't get these details OR ANSWERS out of the D.A. or the Pleasant Hill Police Department. Learn about how much was WITHHELD FROM THE JURY during the trial before you're truly convinced justice was served. Regardless of previous case law, or the jury's (uninformed) decision, have you questioned, OR SPECIFICALLY ADDRESSED what appears to have been NO FOLLOW THROUGH ON BLOOD EVIDENCE following Escover's first of two stabbings?--(NO charges filed). Interested in commenting, specifically, as to the PHPD's (specific officers) extreme rush to judgment, severe lack of effort, false, documented statements related to Anthony's (Freitas) arrest and incarceration? Take note of the monetary costs involved...bail, criminal defense attorneys, fees paid over 2 & 1/2 years--to gain well-deserved answers (which we didn't get)--as the PHPD and D.A. have been tight-lipped, etc. etc. etc.. You appear to treat this as just another routine day on the job for law enforcement. "Time to move on." Until next time? What efforts have you made, or what is your plan (besides sweeping it under the rug as the D.A. and PHPD appear to have done) in helping to IMPROVE law enforcement in Pleasant Hill/Contra Costa County? Are you willing to offer up your law-abiding, upstanding son, nephew or neighbor as a victim of (minor?) "mistakes" made by your local law enforcement? If you're going to continally comment about the Freitas case, read our blog so that you're informed, then answer specifically--in your next post--to what actually took place.
Ask questions. Demand answers. It's your right. Otherwise, expect more of the same.

At the risk of sounding condescending, you remind me of myself before I was made aware of the serious improprieties that have occurred in this community. I will say again, that I am a strong proponent of ethical LE and I admire your stance in supporting them. However, and as I'm sure you are aware, the members of LE mirrior society and society has more than it's share of bad apples. At the moment, I'm not at liberty to disclose on this forum all that I know and would like to disclose. I am however presenting those facts to the Grand Jury. I continue to encourage the members of this forum and the community at large to ask the GJ to at least look into the facts surrounding the Garrido/Dugard matter. It is imperitive that the GJ take a close look at the SO and it's management over the past 18 years of Jaycee's captivity. Anything remotely related to to Rupf's tenure has to be considered in evaluating the reasons behind the protracted captivity of Jaycee. "Inquiring people want to know!" If nothing improper has gone on, what harm can there be in clearing the air? It will be nothing short of the facts that you ask for that the GJ will be obligated to consider should they decide to undertake an in depth investigation.
You asked for some smoke and I'd like to give you some. Please log on to the bos website and view the videos in the public comment portion of the meetings on 9-22-09 and 10-6-09. A couple of fellas had some rather interesting things to say regarding some issue they had with Rupf. Their "facts" seem rather hard and fast to me. Secondly, it is, to the best of my knowledge, a "fact" that the son of a former Pleasant Hill Mayor and deputy sheriff was positively identified as the assailant in a seperate attack that preceeded the attack that Freitas was improperly arrested for. Apparently, that positive ID was made by the victim himself. The DA, for some unknown reason, failed to press charges in that assult. Very convenient for the son of a fellow LE member. Pretty smoky wouldn't you say?! Had they done so, as they should have, there would have been no second stabbing, no improper Freitas arrest and obviously no endangerment to the public at large.
If you haven't seen them, I'd also like to direct you to the post(s) submitted by "lawyering" recently. I believe they may have been written on a different post/ site related to the Dugard case. It shouldn't be too difficult to find though. You have here, direct information regarding improprieties within the SO right from the horse's mouth. I remain hopeful that more responsible members of the SO and LE in general will come forth with testimony to contribute to the GJ.
I may not be available in the near future to respond to any posts you might want to direct my way. So please don't think I'm ignoring you. I do, however, try to log in on a regular basis as I'm able to. Sincerely.
