i want to say i can't believe what i'm hearing but it is the same old thing. who is Adolfo Porras?? really....he sees NO reason why people are pulled over? he's in the chp car? really adolfo. YOU see no reason? what are you talking about? you are part of the problem. so, it's not fair for a repeat offender of driving without a license, who is illegal and who has some type of violation to have their car impounded. really? then please define who should have their car impounded. people cry about the violence and complain about the police, then complain about an increase in police activity. and then... people won't help the police as witnesses. richmond truly is a joke. one has to feel sorry for the people who are not heard who are the true voices that should be heard but who know they will be drowned out be the loud idiots. trying to use race as the issue always is getting old. when will people take responsibility for themselves and stop blaming others, of whatever race, for their problems.

Illegal Immigration breaks backs of taxpaying U.S. citizens

You can read the depressing details in the new 70-page document called "The Economic and Fiscal Impact of Immigration" by Edwin S. Rubenstein. A Manhattan Institute adjunct fellow with a mile-long scholarly resume, he has been doing financial analysis ever since he directed the studies of government waste for the Grace Commission of 1984.

The bottom line, which you need to know for your own bottom line, is that U.S. taxpayers are giving more than $9,000 a year in cash or benefits to each immigrant, a third of whom are in the country illegally. That's $36,000 for each immigrant household of four.

Because the U.S. has 37 million immigrants, legal and illegal, the national cost was more than $346 billion last year, which was twice our fiscal deficit. The cost of immigrants is so high because, as Rubenstein writes, "Immigrants are poorer, pay less tax and are more likely to receive public benefits than natives."

As with all states, education is California's single largest public expenditure and commands 42% of that state’s $150 billion budget. The State of California's Legislative Analyst's Office reports that of the state's 6.4 million K through 12 public school students, one out of four is not fluent in English. Of that number, 85% are Spanish speaking. Additionally, one out of nine of these students require special education programs.

These children of Spanish speaking foreign immigrants increase California's K-12 enrollment by 21.3%, nearly 1.4 million students. At $11,584 each, which is the state’s 2007-2008 budgeted allocation per student, the cost of educating these students is $15.8 billion. Add in the $1.3 billion for special programs to accommodate non-English speaking students, and the cost increases to $17.1 billion. The state's current budget deficit is projected to be $16 billion.

The other significant public costs directly attributable to illegal immigration are law enforcement, health, and welfare services.

first i would like to start by saying that i love this country, and thanks to our constitution i have the right to reply to wildly imaginatively based and biased opinions. polls, surveys, tests; all these "numbers" can be made to say anything you want them to say. man these guys in the government really go far trying to make themselves look good cause i dont think i ever saw a penny of those $11,000 in all my reacent years as a student. especially not every year. I am not here to argue that illegal immigration is right or wrong, but dont try to tell me that when nobody has healthcare, and the education system is down the drain that immigrants are getting special treatment. Immigrant are almost too scared to walk down the street, pick up their children from school, or even worse, take there children to school. much less ask the government for welfare. Were're not that dark a shade.I came into this country with my mom and brother as yes an immigrant and she raised me in richmond. We never asked anybody for money or took welfare. nobody put food in my mouth, like all americans we worked for it . i dont know any mexicans that get any assistance! im not a poll and i have no reason to lie. im not a politician.and i dont kow about you but we payed our taxes. I dont think i went to school for free. in fact i think i over paid! i went to richmond high school where there was constant violence, and at one point our school books were so old we couldn't start certain classes for weeks. In one of our classes our teacher paid out of her pocket for alot of stuff including books.  take it from me buddy your being lied to... i am 21 years old, mexican, legalized immigrant and i love this country. i never graduated from that trainwreck of a school . even though i tripled the necessary score for the highschool exit exam and scored very high on the sats it pretty depressing eing there. i own a business and i make well over 100,000 a year and have alot of time ahead of me to do alot more. dont take this country for granted friend. Instead of being bitter do something positive. many of the greatest contributers to this country were immigrants do research on something real and positive not on some "numbers" that dont tell the right story.

Three Cheers for the California Highway Patrol. They are doing the job that the Richmond Police Department and the Contra Costa Sheriff’s Department should have been doing all along. Driving in this state is a privilege and not a right; at least that’s what was explained to me when I got my license. Driving without a valid current driver’s license is a crime and so is driving without insurance. As a matter of fact, so is residing in a country illegally. Where is it written that an individual from any country has a right to move into a community illegally after entering the country illegally and then driving an automobile on the streets of the community without a valid drivers license. If Mr. Adolfo Porras has so much compassion for these criminals who are complaining about our laws, our rules and our regulations, he should review how Mexican Government treats the people who enter their country illegally. Perhaps it’s time to bring in ICE and demand that they do the remaining part of this job. The Highway Patrol is setting a good example of how the law should be enforced and the city and county law enforcement organizations should be using this an example. Keep it up!

So the Police aren't suppose to stop a lady because she has groceries? And if she is breaking the law she shouldn't have her car taken because she has groceries?? F that crap. If she is breaking the law give her the groceries to carry and take the car. Better the police take the car than she hit someone with no insurance. Then what? Oh but she has groceries in the car. Get the f outta here with that crap.

why is there illegal immigration in California?

Because there are not enough Conservative Republicans in Sacramento.

Why Not pass a consttutional ammendment mandating the elimination of Illegal Immigration in California. Like there is a mandate to balance the budget. or use the Budget amendment as an avenue to it.

i time for a Conservative Revolution in California.

It's really sad to see that were losing are children I grew up in the City Of Richmond and it all begin the senseless killings in 1991. It use to be a time when North Richmond, Central, and the South Side was 1 big family until the durgs started taking over are neighborhoods, streets corners and homes then it began a turf war of who is making the most money on the blocks and representing hoods. Let me explain myself a little more why they dont understand these street corners they fighting and killing for does not belong to anyone of them they dont own the land the ground or the corners they killing behind when its all said and done them corners gonna be their even after their deaths it use to be in the older generations that the children bury their parents and grandparents now its parents and grandparents burying their children this really need to come to an end. I lived in North Richmond for thirty two years. In that time I have seen the Highway Patrol pull into a parking lot and start to lift the car door handles of all of the cars.  Just because you live in a high crime area doesn't mean that they can treat you any kind of way.  If the Highway Patrol is behind you in Richmond you can best believe that they are going to pull you over.  If you don't live in a high crime area you will never know anything about this.

ATLANTA — The city that became a post-civil rights movement emblem of the political power held by African-Americans could have a white mayor for the first time in a generation — a possibility that has some in the black community scrambling to hold on to City Hall.

Atlanta Councilwoman Mary Norwood, who is white, is one of the front-runners for the Nov. 3 election, along with City Council President Lisa Borders and state Sen. Kasim Reed, both of whom are black.

All three have bristled at a racially charged e-mail circulated by a black leadership group calling for Norwood's defeat before a possible runoff. If the black candidates split the African-American vote, Norwood may find herself in a runoff, where she could benefit.

In late August, an incendiary and widely circulated e-mail specifically noting Norwood's race began circulating among black Atlantans, encouraging them to back Borders.

"Time is of the essence because in order to defeat a Norwood (white) mayoral candidacy we have to get out now and work in a manner to defeat her without a runoff, and the key is a significant Black turnout in the general election," the message sent by the Black Leadership Forum reads.

"There is an unstated assumption that having a black mayor in Atlanta is equal to having a black social, economic and political agenda or at least someone in office who would be sensitive to that agenda if not a full promoter of that agenda ... A black agenda would better enable us to have our interests respected by and our influence realized in any administration."

Norwood, who so far has not been embraced by any prominent black Atlantans, would be the first white woman to run the city. For eight years, the petite, scrappy 57-year-old has held a citywide post on the 16-member Atlanta council, where she is one of five white members. She said her approach is more on results than race.
