Its out of the Citys hands...Section 8 is a federal voucher that can be used anywhere that landlords accept it. The die was cast years ago ...Antioch is suffering because of it.
The Cities of Danville and Alamo have both enacted city ordinances that prevent home owners from renting to section 8 recipients. Antioch should do the same!
I find this hard to believe. A city can not control who you rent your property to. This is a Federal program and vouchers can be used in any city. Antioch has tons of rentals and landlords who do not care who they rent to.
Come down hard on the Landlords who are allowing these criminal to rent in our neighborhoods. Then we will keep most bad apples out of our town. We have been saying this for years.
You can't come down on landlords for renting their house. You can document what their tenants do, loud music, shoot your dog, rob your house etc, call the police, and eventually take the landlord to small claims court for the maximum amount.
If ALL the neighbors do that and hit the landlord hard, say 5 times $7,500 which is$37,500. it should get the message across.
Send the landlord letter after letter regarding the house too. Certified mail Return Receipt requested so you are documented.
A landlord that rents to a Section 8 renter is just copping out and choosing to be on the government dole, just like the voucher recipient. Now they get a greater rent payment through Section 8 than is market rate.
If landlords refused to rent out to Section 8 renters, the program would go away.
That's one of the problems in America - too many people getting money from the government, funded by those who produce - which is fewer and fewer every day as unemployment continues to grow!
Let's get back to individual responsibility and initiative that made this country great. Not living off of someone else. Good things the Pilgrims didn't do it, or the native Americans would have just tired of them and stopped helping.
Wealth transfers - taking money from one American and giving it to another - used to be unconstitutional until the 1930's.
Section 8 and other government support programs - at best - should be only for a time and they shouldn't be to help folks live in the nicer, bigger homes those of us who work for a living struggle to pay for. Multifamily housing, like apartments, condos, townhomes, duplexes and fourplexes should be sufficient. A roof over their heads. That's it.
Then for those recipients who don't have consideration for their neighbors and were never learned how to behave properly in civilized society who cause problems in their neighborhoods are totally unacceptable and should be kicked out of the program.
Anyone living off the support of their fellow Americans should be going out of their way to behave properly and not cause problems for their neighbors - who are helping pay their rent! Why don't they get this?
Here's a novel concept - if you can't afford to rent a place, don't move in and find a place you can afford or move in with family members or friends, until you can. Don't look to the government to meet your needs. And that goes for so many other areas, as well.
But, then we also need the federal gov't to stop overprinting our currency, devaluing it and causing inflation to the point the cost of living increases more rapidly than our salaries and benefits.
And landlords who rent to people who misbehave should be held accountable.
Here's the message we should send: LANDLORDS - STOP TAKING SECTION 8 VOUCHERS AND GIVING IN TO A SYSTEM THAT'S WEAKENING AMERICA! We need to make it a stigma to rent to government subsidized inviduals, unless they're elderly, ill or disabled.
Luke's approach should be pursued, as well. I've heard of others who have done that.
On top of that the City of Antioch needs to now look into whatever means they can to limit the number of vouchers in town - whether it be like Pittsburg with their own housing authority, or as has been stated, as Alamo and Danville have done. (Although I have doubts about Alamo, since they're an unincorporated part of the county).
Perhaps we should hold Section 8 tenants to higher standards and make them sign an additional agreement, beyond the lease, that they will abide by certain behaviors that will not have any negative impact on their neighbors.
I know this sounds tough, but things need to change and now.
OK. Enough ranting and raving. Got to get back to work so I can earn enough to provide for myself and my family.
Even better, get the landlords address and phone number, it is public info. then have all of your neighbors call the landlord all hours of the night and keep sending mail about the tenants. Worked for me. We had some unruley tenants who were so bad and the police hands were tied, so I and the neighbors resorted to constant calling and letters until the landlord couldnt take it anymore.

Section 8 is a FEDERAL Public Assistance Housing Program. It is landlord driven. The owner of a property applies to the Contra Costa Housing Authority for Section 8 Tenancy of their property. If the CC Housing Authority grants them Section 8 Tenancy then the owner can rent to Section 8 families and get a government check for the rent. No city can OPT OUT of a Federal program. The reason other cities don't have as much Section 8 as others (like Antioch) is because they are either out of the FMR (fair market rent) price range, landlords are choosing to rent to NON Section 8 families in those cities, there are not many rental units available in those cities (some cities are more transient than others), etc...
Please let me know exactly where I can look up the ordinance, that Danville and Alamo passed, stating that Section 8 rentals are not allowed in those cities.
The Contra Costa Housing Authority broke down its distribution of vouchers by city and unincorporated communities in December 2007. Richmond and Pittsburg operate separate housing authorities.

Danville had an all out ban until July of this year and has allowed some section 8s. I will find a link tonight and post it later, but feel free to do some googling (lol, google is a verb now!) and I'm sure you'll see some headlines about Danville finally allowing some section 8 but giving priority to existing Danville residents who need assistance. You'll also see headlines from cities across the country putting caps on the amount of section 8 allowed.
Cities have the authority to write their own ordinances. I am an Antioch home owner and believe me, if they can tell me I can't park my boat in my driveway or even leave my garbage cans in view on my own property, they can keep me from renting my house to section 8ers!
Has the Contra Costa Housing Authority broken down it's numbers for 2008? If so, where are they? Where did you get your numbers of how many Section 8 are in Antioch today? I looked on the Danville City website and there was no mention of any ban of Section 8 in their city. Again, I think it is illegal for a City to do this. The older and more affluent cities in our county have less housing movement and therefore less rentals period, Section 8 or private. But, I also believe that those cities pay more attention to what is going on in their City and "nip issues in the bud" before they get out of hand, unlike our City officials that just keep telling us they can't do anything, it's a FEDERAL program. What a cop out! If our City is being negatively impacted by a government program, that the taxpayers are paying for, it is up to the City Officials to DO SOMETHING ABOUT IT! From my view point, it was only after the citizens and UCBN stood up and said, "enough is enough" that the City Officials tried to do anything! Otherwise, I don't think the City Officials even would have contacted the Contra Costa Housing Authority and tried to work with them to fix the issue.

I too looked far and wide for Danville's city ordinances on their website but found nothing.

DANVILLE - Danville recently opened its Section 8 housing wait list, which attracted 700 applicants in five days and reinvigorated a push from city officials to give preference to applicants from the Danville area.
Mayor Scott Eisenhauer has asked the housing authority, verbally and in writing, to consider reducing the number of public housing vouchers in Danville and to consider a local preference when prioritizing applicants on the wait lists.
There is a difference between having an actual ordinance or ban against a FEDERAL program and requesting the Housing Authority to reduce the number of Section 8 in a particular City. Obviously, the Antioch City Officials "dropped the Section 8 ball" when the number of Section 8 rentals was on the rise and they apparently did nothing to work with the CC Housing Authority to "stem the tide" and spread the vouchers around the County more. As far as I know, until the citizens rose up and said "enough is enough" all I was getting from my e-mails to the City Council was that it was a FEDERAL program and they could do nothing about it. Obviously the Antioch City Officials should have been watching and paying a lot more attention to what was going on in Antioch and working a lot closer with the CC Housing Authority all along.
vouchers are portable meaning they get issued and can be used in any city that has rentals that the landlords will except section 8 Voucher. The city doesnt control who rents out their houses.
When earlier I mention to come down hard on landlords I meant that the police should continue to work with the HA on complaints and the neighborhoods with these problem rentals need to complain to police and document what is happening including taking pictures and dates and times of out of control behavior.
They can also sue the landlord in small claims court.
Wherever that "Danville" is located, they must have their own Housing Authority.
The number of HCVs that any Housing Authority can issue is based on the amount of money they receive from HUD. The more HCVs they issue, the less the value of each HCV. The less HCVs they issue, the greater the HCV value.
For this reason, the Contra Costa Housing Authority can only issue so many HCVs. When they "open it up" for applicants, it usually is due to individuals turning in their HCVs becuase they no longer qualify or were kicked out of the program for violations.
That list is only from the Contra Costa Housing Authority.
Richmond has its own Housing Authority for Section 8 HCVs.
The 26 listed on your list are HCVs issued by the County where the recipient decided to rent in Richmond. After one year that HCV will be absorbed by Richmond and no long be reflected on the County Housing Authority list.
Likewise, Pittsburg also has its own Housing Authority and issues HCVs. The one listed by the County will be turned over to Pittsburg to adminsiter.
As a percentage of all homes, San Pablo has the highest percentage of HCV (Section 8) of all cities; a far greater percentage than Antioch.
It needs to be abolished , the tax payer gravy train eliminated and the trulyneedy housed in modest 1rm apartments so they do not become addicted to taxpayer assistance. Section 8# is a big racket, the Housing Authorities grow and grow, no checks and balances and even corruption in many HUD run Housing Authorities....

There are many people who use the section 8 thing as a stepping stone to becoming independant, but there are many who use it as permanant housing. those are the one who we are upset about.
I couldnt always afford to pay rent , but got a second job to do so, I didnt rely on anyone else but myself. Because I wasnt happy with the areas I had to live in, I got an education and was able to then buy a home and still today paying for that education via student loans. If we keep giving and enabling, why would these people ever want to do better. I sometimes wonder, if I lose my job, how would I then be able to pay my mortgage, but the section 8ers never have to worry about it because we the people are paying for their shelter.

it is scary that the city of antioch, specially the citizen, have no control over their city. it's scars me even more that our city gov/ council is not willing to take our city back.

Again the city has no control over Sec 8. Unless we take over and start our own housing authority (which we looked into) the city has no control over who the Landlords in their city rent their property to.
Go to the Federal level and make changes there so that 1 city doesnt have to take the brunt of the vouchers. That is the only way these #'s will change. Every City should have the same amount. That would be fair. You know why they are all in Antioch. The other cities frown on Sec 8 and do not want these renters in their town.

I live in Brentwood and we are starting to see more and more moving in to our neighborhoods now. I think that with all the foreclosures investors/landlords are buying the homes and just renting them as fast as they can (ie section 8).
I managed an apartment complex in Alamo for 3 years from May of 2006 to May of 2009. The whole time there, we had a section 8 tennant. The Contra Costa Housing Authority paid about half of the rent and the tennant paid the other half.

Something can be done when a Federal Program is negatively impacting a city to the degree that Section 8 is negatively impacting Antioch. E-mail the Contra Costa Housing Authority, the City Council, our Governor, Senators, and House Representatives, Federal Glover our district county supervisor (what a joke), and HUD in Washington D.C. outlining all the statistics and negative effects this FEDERAL program is causing in the City you live in of Antioch. Also, don't forget to mention that the Section 8 recipients were at no time to live in "luxury" housing as the Federal Regulations that govern Section 8 specifically says the the housing is to be clean, decent, safe, MODEST (NON-LUXURY) housing. Also, this assistance is to be temporary and not go on and on. And yes I think that drug testing should be mandatory as CRIMINALS are not allowed on the Section 8 program at all. GET ANGRY! Accuse them of wasting our taxpayer money (which they are) by not weaning people off of the program and allowing them to live "in the lap of luxury" on our taxpayer dollars! I have done this many times already and will continue to do it. Don't forget the TOTAL IMBALANCE and OVERLOAD that the Contra Costa Housing Authority has allowed in the City of Antioch, while other cities have practically no Section 8 housing and/or HCV's! While I understand that the "Projects" were not a good idea for the people or the cities, HUD and the Local Housing Authorities need to be fair and judicious in spreading Section 8 housing around in all cities so that one City like "ANTIOCH" is not overburdened by this FEDERAL program. Otherwise all they have done by moving people out of the projects in the inner cities is OVER CONCENTRATED them in other cities, thereby perpetuating the same problem. The UCBN organization in Antioch has been working on this for the last two to three years, but it needs to be kept going or the government agencies just go back to doing an incompetent (LAZY) job of overseeing this program!!! It's really unfortunate that your posting state half-truths. The public should be educated on Federally subsidized housing, however the education should be factual. HUD mandates all subsidized housing is to be "decent, safe and sanitary," It does not state it is to be temporary; it's as long as the person is eligible to receive assistance. The Housing Authority does not decide who lives where, eligibility of subsidy and the owner who selects their tenant does. You cannot drug test all Sec 8 tenants, that's called discrimination, has nothing to do with ethnicity, it's our constitution. One area cannot decide not to rent to Section 8 no matter how loud you scream again it's called discrimination again has nothing to do with ethnicity. You cannot impose higher taxes on landlords who rent to sec 8, again it's called discrimination, has nothing to do with ethnicity. While I agree as a constituent it should not be abused, bottom line is Housing Authorities and/or other entities that administrate government assisted housing and/or other government subsidized programs have rules they have to follow. It's unfortunate that someone who obviously works and/or has work with housing, community groups (s) and/or is affiliated through a memorandum of understanding would feed the community such backwards information all in the name of trying to make someone think you know more than you know. By the way I've been assisted as a veteran I am thankful for the assistance be it housing, SSI and any other assistance that is made available where I can better my quality of living. Check the federal regulations before you continue to pour out such venim. Only the elderly/children and/or mentally/physically disabled are to be permanently assisted by any/all government programs. People who are working age and able bodied are to be assisted Temporarily not Permanently. If any Federal program negatively impacts a taxpayer, city, state, etc... they have the right to do something about it to get the Federal Government to rectify the problem. The recipient of the government program does not have all the rights in this situation. Like in life or anywhere else, this is a two way street, not a one way street. The Housing Authority can and should administer the Section 8 program according to the rules and regulations of the program. The Housing Authority and HUD are not to create major problems in any one city, state, etc... in the administration of any government program. Again the people who are not on the program have rights as they are TAXPAYERS that are PAYING for the program! It would be very easy for the government to amend the Section 8 program to require DRUG TESTING and they should. We should not be subsidizing peoples' drug addictions, PERIOD. There are many corporations that require drug testing and many government jobs that require drug testing. That's just the way it is today with the supply of drugs being so plentiful. I am not sure why you keep mentioning ethnicity. I am not talking about anyone's race, religion, or sexual orientation, that is not part of the picture for me. One of the rules that the Housing Authority has to follow is to make sure that Section 8 recipients are not housed in "luxury" housing, which is happening in Antioch today and needs to stop because taxpayer dollars are being wasted. And yes the Housing Authority, HUD, etc... CAN and SHOULD limit the amount of houses on a particular street, in a particular neighborhood, or in a particular City that they qualify for Section 8 tenancy. Again, WE the TAXPAYER'S have a right to not be negatively impacted by government programs that we fund. Whether you like it or not there is some fraud, waste, and abuse of the Section 8 program going on in Antioch and it is negatively impacting the people and the City of Antioch. It has been proven that criminals were allowed to be on Section 8 in Antioch because the Housing Authority failed to do criminal backround checks. Does that mean that ALL Section 8 tenants in Antioch are bad? Of course not. I am quite sure that there are many decent, law abiding people just trying to survive with the help of Section 8. The problem of course are the other people that are defrauding the system and the ones that may or may not be criminals. The government can and does impose taxes on all kinds of people all day every day. That's what they do primarily to collect more money. They advertise and give landlords all kinds of incentives to have them apply for Section 8 tenancy, they certainly can make sure that the houses stay in good repair, and the landscaping is presentable and fine them if they don't (this goes for private rentals as well). These kinds of fines and ordinances are good for everyone because they force the landlord to keep up their properties and not be neglectful absentee landlords. This is not discrimination. Landlords buy properties to make money. For them it is nothing, but a business. Business' have requirements put on them all the time by local, state, and federal governments. I have no problem at all with government programs helping out "true people in need." I have a big problem when the government does not use proper oversight in the administration of the programs they are being paid to oversee and as a result it negatively impacts me, my family, the schools, and the City of Antioch where I live.

Participants are able to stay on the program as long as the meet income requirements regardless of race, creed, color, ethnicity, disability and/or non disabilty. We both agree the program endures a lot of fraud but I find these situations are handled on a case by case basis and terminated and/or prosecuted which ever the situation calls for. Inherent in ALL government assistance programs is the mandate to only help the "truly needy and our most vulnerable citizens." Again, elderly, children, disabled, and yes the poor/low income. BUT (and this is a BIG BUT) the able bodied, working age people that may "TEMPORARILY" need assistance (like right now there are a lot of TEMPORARILY UNEMPLOYED people and that's why they extended unemployment insurance benefits, TEMPORARILY), are supposed to be taking advantage of all the other programs such as; FREE (or nearly FREE to low income people) continuing EDUCATION, VOCATIONAL TRAINING, JOB TRAINING, CAREER SCHOOLS/CENTERS, APPRENTICE PROGRAMS, ETC... to better themselves and get a better job and GET OFF GOVERNMENT HANDOUT PROGRAMS. Why on earth would anyone think that the government (working taxpayers) could and would support someone living off taxpayer money (partially or otherwise) for years and years when a person is able bodied and can work to get themselves a better job/career?! That's just illogical thinking. If everyone thought like this, who would be working to fund these government assistance programs? I'll tell you what, why don't we all quit our jobs, go on government assistance programs and see how long the government is able to cut us checks with NO TAXES coming IN and only money going OUT. LUDICROUS! Unfortunately, a lot of people do not want to FACE the FACT that SECTION 8 is nothing more than a WELFARE program. That unless they are "ELDERLY, CHILDREN, OR DISABLED" they should be working "fast and furious" to get themselves OFF THE PROGRAM. There should definitely be housing square footage limits, lot square footage limits, amenity limits (no swimming pools, basketball courts, no new luxury cars (where's the money for the car coming from?!) etc...)) in the Section 8 Federal Regulations. No one should be allowed to live "in the lap of luxury" on other peoples' hard earned money. Also this is a WASTE OF TAXPAYER MONEY! More people who really deserve the help could be helped if some people were not living in "luxury housing" that we are subsidizing. And I have brought up time and time again how ridiculous and neglectful that the Housing Authority has been in the administration of the Section 8 program, in Antioch especially, to allow people to live in 3,000 plus sq. ft. housing in great neighborhoods. What is the incentive for people to get off of these GOVERNMENT HANDOUT programs if they are living in the "lap of luxury" off of the TAXPAYING WORKERS? And since there are not a whole lot of jobs (in a recession or otherwise) in Antioch, how on earth can it make any logical sense to encourage Section 8 people to live far away from where most of the good, mortgage paying, jobs are? I am not sure if this would help or not but if you can document problems with renters, section 8 or not, and you keep the home owner informed of the problems and that homeowner takes no action, I would think that lawsuit after lawsuit after lawsuit would get their attention.

What happened today by DVHS could have been much worse. We, the community, are lucky it wasn't. We don't know if the shooter was from Antioch, Pittsburg or elsewhere.
Address checks for students attending our schools would be a small start but a start all the same. I have seen people driving into Antioch from Pittsburg and dropping their kids off at DVHS. Does the school district really want to stop this? I would guess not. I know they had hired a private investigator to check up on this but I believe, and I could be wrong, that it was short lived. The more students in our schools means more money for the school district. Why should they care where the students come from? If I am wrong, please correct me.
Retired APD - I appreciate your facts. With regard to addresses of students, students can actually attend a school based on where their parents are employed with approval through the district. Of course there are many students who are attending schools in other areas because their parents are using addresses of relatives and/or friends.
Parents are trying to send their children to schools where they feel their children can benefit the most. This has been going on for decades.
As it relates to owners being held accountable, I agree! Doesn't matter if it's Section 8 or private sector wrong is wrong. Tenant's should be held accountable and owner's who do not enforce their lease and just collect rent and/or a government check should be held accountable as well!
More money in shcools but at what cost?? Violence, fenced campuses, disruptive unprodutive baby sitting classes instead of top notch, challenging teaching. Teaching to the lowest common denominator--the slowest kids from outside the District...the troublemakers.

Try this for your answer, over priced houses sold to under quaified buyers with little or no money down and low variable rates that when the the market fell in the hole they couldn't keep their homes. In comes the investers buying up the properties for next to nothing and "renting" them to the Goverment to make their payments, ie section 8. Their payments are made by the goverment and they buy more houses, never for them to live in and don't live in the area. How do you correct the problem? First, find the "owners" and start legal action on them for run down properties. Second, investment property should require a 50% down payment, period. Third, limit the number of investment properties in one city to one or two homes that one person or company can own. Forth, fine any lender that lends to anyone that defaults within 3 three years a 10% fine payable to the city.
Greed got Antioch and other cities in this problem in the first place, and greed contiunes to fan the fire. To many people who coundn't afford to by a home in the first place, than bought over priced homes they never could afford. Now the people that bought their homes the right way, by saving and working hard and not over purchasing beond our means are paying the price. It wasn't section 8 that caused the problem, it was uncontrolled greed. Now we all are paying the price. Both out of our pockets and our safety.
I agree too "old for this" but remember that this section 8 rental issue has been going on long before the housing market crash. You are correct that investors were buying houses and renting them out to god knows who. Most of these rentals were sec 8 and the landlords were not doing the required criminal background checks and the Housing authority was only doing credit checks not any criminal background checks. That is part of the reason for the increase in crime. Also the housing authority isn’t doing the checks on who is living in the residence like they are contracted to do otherwise there wouldn’t be multi families etc. living on 1 house. Yeah the houses are big enough for multiple people but who wants to live next door to 10 people who act like thugs. Not me. You have a sec 8 problem go straight to the housing authority and do not stop until they do what you want. And be sure to document what you are seeing and call the police when it is warranted.

Don't elect candidates to state or federal offices if they support unfeathered issuing of Housing Choice Vouchers (Section 8) without a five year civil and criminal background check; actual annual unannounced visits to the HCV recipient's home to see if they are purchasing luxuries like big screen TVs, blueray players, expensive cars which undermines their need for an HCV; ensure that only HCV listed people are living in the house/apartment; limit HCVs for nondisabled and recipients under the age of 65 to no more than 5 years; check with the local police/sheriffs office regarding any calls for service to that house in the past year; establish a protocol for local police, city and sheriff departments to notify the Housing Authority when violations occur.
If a candidate doesn't support those measures, then vote for the candidate that does, regardless of their political affiliation.

Housing Authorities in the inner cities of SF, Oakland and Richmond have used CC County and Antioch as a dumping ground, sending out flyers and using groups like Acorn-community organizers to advertise......all the rental houses, for the poor out in Antioch. The big gravy train that is CC county and its lenient welfare payments.
Our County Legislators are to blame also, some of them sit on the Housing Authorities Board and allow the Housing Authority to flood Antioch, Brentwood and Oakley with undesireables living on Section #8.

My take on Section 8 is not simple. I do not want to abolish section 8.I do however wish it would be harder to get on section 8 and it should have more enforceable rules. pokerplaya wants to eliminate section 8 in antioch. I want it better regulated in the entire United States.
Most of the suggested rules below can get fuzzy and tricky but there should be a way to enforce and regulate them if they are written in a clear and legal manor.
1. There should be a time limit specific to the individual (example: an elderly woman on disability should be able to be in section 8 for as long as she needs, but a young woman with no disabilities should have a time limit.)The reason section 8 was started was to help get people back on their feet, NOT to continuously carry the lazy ones.
2. Find a way to regulate how much money they spend on other items other then rent. (Example: cigarettes, cars, eating out, and cloths…)This money can go towards rent, food, and essentials.Not on new 20” rims for their new SUV.
3. There needs to be a task force to do regular visits to check on all section 8 recipients.With more visits given to those who have criminal records.This is to not only weed out the abusers but also to check to make sure the good section 8 recipients are doing well.It should be treated like a “visit” not a witch-hunt.
4. There should be a limit to how many people live at one residence with section 8 recipients.(Example: a mother with 3 kids and a husband should be able to live together, but a mother with 3 kids, 3 friends, 3 of their children’s friends, and a boyfriend should have a limit I.e.; the mother and 3 children are expectable, but the friends and boyfriend are not expectable.)
5. Some if not many section 8 recipients have low paying to no jobs but still have a lot of money due to illegal or under the counter operations.We need to find a way to regulate this, and come up with some sort of penalty to those that are caught with more money then they claim.
5. Those that are on section 8 should have to pay back the government at least part of what they borrowed from section 8.Within reason, remember section 8 is meant to help those in need not hinder their recovery.It needs to be treated more like a loan, rather then a free ride.
It should be just as easy to remove a section “8” renter then it is to remove a non-section 8 renter.Right now it is very difficult to have a section 8 renter removed.They made it hard for a landlord to evict section 8 renters because of rules in place now.
I DON’T believe in drug testing unless it is clear they are using, or selling.In that case it is the job of the Polices to do such tests.
Section 8 needs to be treated more like a “privilege” that can be taken away at any moment for abuse of the system, Not a “right”.

1. I agree but who will say someone is disabled and someone is not? At what degree of disability would someone get assistance and another person none? If I am 49% disabled and someone else is 51% disabled, would it be fair to me that that other person received section 8 and I didn't? There are too few doctor's that would get involved with that because of lawsuits...and disability is partially subjective and partially objective. I can go to one doctor who will say I am 51% disabled but another doctor might put me at 49%. People can doctor shop all they want. They do it for pain meds, etc. BTW: 49% and 51% are just numbers I used...nothing more.

3. You might have a problem with this...it's called the 4th Amendment. The right to not have unreasonable search by the government. Don't forget that the NAACP will get involved if it looks like the only people this would apply to are African-American. Apply it to everyone but I would bet the statistics would show that most people on Section 8are African American. This is not a racist statement, just a statement of what I believe is fact.
4. I agree. After I retired I moved out of state but after 5 years moved back to Antioch...See, there is my disability...brain dead. Anyway, Antioch had grown during those 5 years. One of my duties on something I was working on was to talk to a lady in S Antioch. I pulled up to this beautiful 5 bedroom 4 bath 3 car garage home, one that I cannot afford. A brand new Escalade parked in the driveway. I rang the bell and met the very nice lady who invited me in. The home was furnished better than I could ever hope for. A 65 inch TV sat in the living room. New furniture decorated the house. I could see a swimming pool in the back yard. This lady was on Section 8. She moved here from Richmond because a large enough house could not be located for her and her 8 kids....that is right....eight. According to her, each kid had a different daddy and most of them were either in prison or in the wind. There you go folks. This is what we pay for. Now I know that not everyone is like that and there are those who really need the help...pay us back by picking up trash along the highways or some other community service.

You're right that many people on Section 8 do not need to be. If they can afford to live high on the hog, they can afford to pay the normal rent. I could have a 65" TV too if I could find someone dumb enough to pay my rent.

Let me be clear, I do not believe in banning Section 8 for the country!
I know that there are plenty of people that genuinely need assistance, including disabled and handicapped persons.
I DO however believe in banning section 8 in Antioch in the sense that there should not be 1 more section 8 voucher permitted in our city. Furthermore steps need to be taken to not only cap the number in Antioch, but reduce that number dramatically.

And while I DO think that drug testing section 8 recipients is a good idea, I realize that ultimately we tax payers would be picking up that tab for the expensive tests, so it really defeats the purpose.
What's important here is that we don't sit silent while our kids are living in danger and our property values diminish.
Write letters and have other write letters. Talk to the press... Do what you need to do. But write and talk to the "U.S. Department of Housing" that is who regulates section 8. Write to your state reps and write to the president to fix the problems with section 8. That is what needs to be done.
While I feel our welfare system could definitely use an overhaul, I feel that we could collectively make a bigger impact by ruffling feathers here on a local level then trying to gain attention at a federal level.
Besides, I really feel that this is a problem that really needs to be addressed here locally first. Our city government should have never stood by and watched this happen without stepping in at some point.
The grossly disproportionate number of section 8 vouchers in Antioch is clearly causing problems for our city's safety, economy, education and unity. We elect these officials to look out for our well being as citizens and they have failed us. It's time for Mayor Davis to roll up his sleeves and get together with the City Attorney and start doing their job of making noise everyday on the county, state and federal level on our behalf while we are out doing our jobs.
We need to call City Hall daily and attend City Council Meetings on Tuesdays at 7:00 p.m. and request that something be done.

Really, there has been a lot of construction in Antioch over the years and one incentive for bank loans is to agree to include "X" amount of Section 8 - there are also other Section 8 incentives, depending on the year. For some loans the section 8 is limited in years (example 5 years, then the place does not need to be section 8)
Start a Community group and give it a catchy name and start to get involved. Show up at the City meetings and let them know. Make shirts with the group logo on it and go to the Farmers Market's and sell them...yadda yadda,...bing
I know many groups like this that fought against construction companies building condos on the coast. They did slow things down...

Alamo is not a city and has no local government. It is in the unincorporated area of the County. No county or city in the United States can put a 'cap' on the number of Section 8 (now called HCV - Housing Choice Voucher) as it would violate the federal Fair Housing laws.

The only problem with that Jerry is that you are an honest hard working individual who is responsible and respectful of others.
Some 20 years ago I told my wife that if we got divorced and she kept the kids that she'd be making more money on the dole with a Section 8 house (worth up to $2100 a month), food stamps, free medical, free school lunches for the kids, and a host of other perks - all tax free and being able to stay at home! Of course neither of us would do that and we're still together after 41 years and still living within our means.
While we were in the Navy, we were eligible for food stamps (pay was pretty low in the 1960s and 1970s) and our kids were eligible for free school lunches. We accepted neither and lived within our means and made the kids lunches to take to school.
Yes, Section 8 tenants work, but if you can't earn enough to pay for the house you want to live in, then DON'T! Find a place you can afford or move in with friends or family, until you can.
Unless of course, you're sick, elderly or disabled. That's different. I'm talking about able-bodied people, here.
If you don't work, you don't eat. Individual initiative. Self-reliance. Basic concepts of life and what made our country great. Not getting something for nothing, living off other people and thinking the world somehow owes you. That's why these "entitlement" programs are mislabeled. Since when is anyone ENTITLED to something they didn't earn?
It's not about "hating" renters or low-income folks. It's an issue of fairness. It's not fair to take money from people who work hard and give it to those who don't. If those who produce want to voluntarily donate to a charity that helps the poor, that's perfectly acceptable and a good thing. I believe in helping "the least of these." But not being forced to do it through an inefficient, bloated, bureaucratic government.
It's about helping people wake up, take responsibility for their own lives, and becoming self-reliant, instead of being held down like modern-day slaves/indentured servants to the government. This country is supposed to be about freedom. Anyone on the government dole is not truly free.
A good place to start is to e-mail the City Council, the County Supervisors (specifically Federal Glover, our district supervisor), our state Senators, our district Representative in the House of Representatives, the governor, the Contra Costa Housing Authority, the West Coast Director of HUD, the Director of Public Housing in San Francisco, HUD authorities in Washington D. C., etc... All these people and their e-mail addresses can be "googled" on the internet.
A good place to start your complaint is with your personal experiences in your own neighborhood/CITY. Also state that no Federal or State program that you pay for with your tax dollars is allowed to negatively impact (increase crime rate in your city, increase in police calls, disturbances in neighborhoods, parks, shopping centers, etc...) you or your family. Also state that no one on a government assistance program is allowed to live in "luxury housing" on your tax dollars, as that is a waste of taxpayer dollars of which no government program is to blatantly waste your hard earned taxpayer dollars. Demand that the City Council and our district supervisor, Federal Glover, work very hard and diligently with the Contra Costa Housing Authority to spread the Section 8 recipients throughout the County and not just allow an over abundance of Section 8 to reside in one city/street/neighborhood. Don't take the excuse that this is a Federal Program (landlord driven) that no one in the City of Antioch or the County Supervisor can do anything about. This is a "total cop out" meant to "pass the buck" to HUD. And HUD is responsible for this ridiculous out of hand situation in Antioch. But, our City Council, Federal Glover, and the Contra Costa Housing Authority, and other LOCAL elected officials should have been managing and administering this program a whole lot better than they have been. Our local officials should be working with the Housing Authority and HUD to PROTECT OUR CITY! That's their job and they better start doing it or not expect to be re-elected! Demand immediate criminal backround checks on all Section 8 recipients in Antioch and the rest of the County. A criminal is NOT ALLOWED to be on Section 8. Demand that FMR (Fair Market Rents) be reduced in Antioch and other lower rent Cities in Contra Costa County that are now currently being lumped in with Oakland-Fremont, CA HUD Metro FMR Area. The FMR's in Antioch (Brentwood, Oakley, Byron, Discovery Bay, etc...) should not be the same as Oakland, Orinda, Walnut Creek, Lafayette, Danville, Alamo, San Ramon, etc... This is ludicrous and this is why people on Section 8 are able to live in "luxury housing in Antioch. The FMR for a Section 8 four bedroom house in Antioch is proposed to be $2,312 in 2010. CRAZY! Get ACTIVE and GET GOING!
Section 8 is not a bad thing but too much is the problem. Most people are good and hard working but too many families moving in without any investment, like rent, is the problem.
And too many renters with section 8 also makes it hard for us who rent houses and pay from our own pockets.
If the section 8 tenets can sue the city why can't we the Antioch home owners?
I believe all the home owners in Antioch should be able to sue section 8 and the landlords for there property values dropping due to the crime , gang, drug activity that we have had to deal with. If they can sue why can't we?

You can sue the landlord on your street in small claims court. You need documentation of the activities, copies of the police reports and anything else you have, witnesses etc. You can sue for loss of property value and anything his tenants do that is against he law. Everyone on your street can do this at the same time. 10 families x $7,500=$75,000. out of the landlords hide. Good luck...and do it.
You would think with all the press attention that Antioch has gotten you all would have something else to discuss besides pouncing on Sect 8 renters. My God, the whole world is watching you and all you can complain about is section 8?????

Hey FEFE, there are a lot of "you's" in your post, so I'm assuming you don't live in Antioch. Why are people like you so concerned about what's happening in our community? Why do you feel the need to lecture us? Do you understand the concept of the word priorities? As tragic as the Garrido case is, it affected a relatively small number of people. When a community is inundated by a large number of people in a relatively short period of time who bring with them a total disregard for living in harmony with their neighbors and seem to have no interest in abiding by the law, whether they are section 8 renters or not, it affects an entire community. THAT'S why we have felt the need to keep this topic alive until a solution can be arrived at. Maybe a lot of the information won't stand up to scrutiny, but that's the nature of a public debate. Unfortunately, the Phillip Garridos of the world are everywhere and one particular community doesn't have a monopoly on animals like him. Stranger abduction is VERY rare in the US. Yes it is of course tragic but it is VERY rare. Thug behavior on the other hand is not rare and many are hurt by this. It is only logical that people would band together to work on the common good that is relevant to so many. Don't you agree?
Check this out Tom: Were the Gurrido's on section 8? You can't just wake up and decide a few bad apples in a federal program should cause the entire program to be discarded. It just doesn't work that way. Some people on this forum have the right idea. Watch neighbors and if they are breaking the law; call the police. That's about all you can do. Loud music, call the cops. Late night parties too loud, call the cops. License plates expired, call the cops.
Then maybe you'll get the type of section 8 renters that will appreciate the opportunities afforded them. This feeble attempt to rid yourself of what you consider undesirables is not going to happen. Their are many residents withing your city limits that give you problems that are not on section 8.
Your opening sentence makes no sense! We are talking about section 8, not the Garridos. Two separate issues. Just to clear it up, the Garridos did not live in antioch, they were living in an unicorporated area of Antioch, so that is the contra costa sheriff's jurisdiction. So again, the Garrido's did not live in Antioch!

The fact is that a lot of us have been focusing on the section 8 problem out here for years and we're finally starting to see some improvement as a result of our focus. As to your implication that we should be focusing on the Garridos of the world instead of people who abuse the section 8 program, what exactly would you have us do? We can do a search and find out where they live, that is if they're registered, but we really don't have much control over that now do we? So to tell you the truth, a lot of us do know where these creeps live. Do you want us to lynch them? Tar and feather them? What exactly is the ax you have to grind with Antioch? Yes, Antioch PD was fooled by Garrido. APD was part of a task force made up of State Paroles, and contra costa's S/O and yes, they ALL missed the forest for the trees. The Garrido's are just the tip of the iceberg that's lurking in Antioch and the only issue at hand now is how to rid Antioch of section 8 renters. Healing? What I'm reading is pure hatred and how to rid a certain group from a city entirely; by any means necessary. Don't tell me to read healing articles, tell that to the mob after the section 8 renters.

Why not? This forum was damnned near ready to do it to section 8 renters whether they could identify them or not. Don't go soft now. My problem is that you (all Antioch complainers) do not identify problem residents. It's assumed that when a crime is committed, it can only be by someone on section 8 and that simply is not true. To believe that riding the city of section 8 renters will somehow erradicate all crime in Antioch is laughable. Crime comes in all shapes sizes and colors; it's not black and white (no pun intended). I personally know many Black families that are homeowners in Antioch. I cringe everytime I visit because I'm afraid someone will assume I'm on section 8 and start attacking me . That's how people sound on this board, ready to attack on sight.
You continue the fight with section 8 renters and I'll keep an eye out my neighborhood for unusual neighbors with strange habits.

A handful of people don't talk for a city of over 100,000. Yes, there are racists here in Antioch, and guess what, there are racists in Walnut Creek, Lafayette, Orinda, Alamo and Danville. I guarantee it. We don't have a monopoly on blind hatred here any more than we have a monopoly on child molesters living in our neighborhoods. If you bothered to pay attention to more than just a few of the threads that have developed over the years regarding section 8 in Antioch, you'd have realized that most of us are concerned about behavior, not race. There have been many of us who have reported problem neighbors to the CAT unit that were not black and not on section 8 so you'll do yourself a favor if you stop focusing on only a few individuals on the forums whose comments have obviously gotten under your skin.

Living in Antioch for over 10 years I have learned that there and many great people that live here. I have raised my children here and still have 1 in high school and they have many great friends of all colors and shapes sizes. That is how I raised my children to appreciate people from the inside.
This city is like most American cities with crime being the main focus of complaint. People are scared to let their children walk the streets as we did as children as it isn’t safe. There is an criminal element that is attacking our children and this is very unsettling. I do not blame it on sec 8. I blame it on parents who never taught their children to be law abiding citizens. That said I hope the next time you come to Antioch you see some of the good. I do everyday and my kids do love having grown up here. When we leave after we retire I am going to miss the wonderful friends we have made. I just so not see me spending my golden years here.

Property owners who rent should be required to obtain certification anually (per house/unit/etc) for a small fee, making considerations of some type for those owning apartment complexes. If the cops are called to a property too many times in that year... their certification is revoked and they're no longer allowed to rent in the city of Antioch. Or maybe they'd still be allowed to rent, but the fine would be tiered based on the number of problems for the previous years.
That way - it has nothing to do with Section 8 and makes the property owners accountable for renting to idiots. I mean... I don't know if something like that would work, but how much more lame could it be compared to what's in place now?
I think it is wonderful that you worked hard to get yourself off of government assistance.I also believe that section 8 should be used as a means to help those in need to better them selves.Which is why section 8 needs to be reformed.There are too many rules that allow people to get addicted to the program and not enough rules to keep them motivated.Some of us do not want section 8 to be reduced or abolished.We just think it needs to be changed to prevent those few individuals from abusing the system.

Calling the police for crimes does not make you a racist and we both know it. Only calling on certain individuals while ignoring others doesn't make you a racist either, it just makes you stupid. I don't believe that Antioch PD are hesitant to arrest Blacks or any other race for fear of being labled racists. APD are making arrests everyday and I'm sure race doesn't matter to them.

Of course not every (or even most) black people are criminals. The stats will however say that the rate of violent crime and the risk of death is much higher in the young black male population. This is a terrible waste of humanity. I dont know what can be done to stop this cycle but something must be at least tried. Until that time while the stats are based in fact it is only logical to for Antioch to be concerned with a influx of people moving in from Richmond and Oakland. By statistical non racist data it will certainly mean more crime. This is not something that any place would desire.
If you could manage this for safety you would only allow senior citizens (of any race) to move in because the stats would tell you they will not commit crime. The demographics do in fact play a role in the quality of the growth of a city. To deny this is insanity.

How about trying to reform the Sec 8 program at the Federal level and stop all the name calling. Some people deserve to be on Sec 8 some do not. Help identify the one's that dont and report them to the Housing Authority. Contact Federal Glover our elected county representative that oversees this program and complain. There are ways to make things change. Just complaining about them doesn’t make anything change for the better

The Cities of Danville and Alamo have both enacted city ordinances that prevent home owners from renting to section 8 recipients. Antioch should do the same!

I find this hard to believe. A city can not control who you rent your property to. This is a Federal program and vouchers can be used in any city. Antioch has tons of rentals and landlords who do not care who they rent to.
Come down hard on the Landlords who are allowing these criminal to rent in our neighborhoods. Then we will keep most bad apples out of our town. We have been saying this for years.

You can't come down on landlords for renting their house. You can document what their tenants do, loud music, shoot your dog, rob your house etc, call the police, and eventually take the landlord to small claims court for the maximum amount.
If ALL the neighbors do that and hit the landlord hard, say 5 times $7,500 which is$37,500. it should get the message across.
Send the landlord letter after letter regarding the house too. Certified mail Return Receipt requested so you are documented.
MEAN BUSINESS, don't stand for this.

A landlord that rents to a Section 8 renter is just copping out and choosing to be on the government dole, just like the voucher recipient. Now they get a greater rent payment through Section 8 than is market rate.
If landlords refused to rent out to Section 8 renters, the program would go away.
That's one of the problems in America - too many people getting money from the government, funded by those who produce - which is fewer and fewer every day as unemployment continues to grow!
Let's get back to individual responsibility and initiative that made this country great. Not living off of someone else. Good things the Pilgrims didn't do it, or the native Americans would have just tired of them and stopped helping.
Wealth transfers - taking money from one American and giving it to another - used to be unconstitutional until the 1930's.
Section 8 and other government support programs - at best - should be only for a time and they shouldn't be to help folks live in the nicer, bigger homes those of us who work for a living struggle to pay for. Multifamily housing, like apartments, condos, townhomes, duplexes and fourplexes should be sufficient. A roof over their heads. That's it.
Then for those recipients who don't have consideration for their neighbors and were never learned how to behave properly in civilized society who cause problems in their neighborhoods are totally unacceptable and should be kicked out of the program.
Anyone living off the support of their fellow Americans should be going out of their way to behave properly and not cause problems for their neighbors - who are helping pay their rent! Why don't they get this?
Here's a novel concept - if you can't afford to rent a place, don't move in and find a place you can afford or move in with family members or friends, until you can. Don't look to the government to meet your needs. And that goes for so many other areas, as well.
But, then we also need the federal gov't to stop overprinting our currency, devaluing it and causing inflation to the point the cost of living increases more rapidly than our salaries and benefits.
And landlords who rent to people who misbehave should be held accountable.
Here's the message we should send: LANDLORDS - STOP TAKING SECTION 8 VOUCHERS AND GIVING IN TO A SYSTEM THAT'S WEAKENING AMERICA! We need to make it a stigma to rent to government subsidized inviduals, unless they're elderly, ill or disabled.
Luke's approach should be pursued, as well. I've heard of others who have done that.
On top of that the City of Antioch needs to now look into whatever means they can to limit the number of vouchers in town - whether it be like Pittsburg with their own housing authority, or as has been stated, as Alamo and Danville have done. (Although I have doubts about Alamo, since they're an unincorporated part of the county).
Perhaps we should hold Section 8 tenants to higher standards and make them sign an additional agreement, beyond the lease, that they will abide by certain behaviors that will not have any negative impact on their neighbors.
I know this sounds tough, but things need to change and now.
OK. Enough ranting and raving. Got to get back to work so I can earn enough to provide for myself and my family.

Even better, get the landlords address and phone number, it is public info. then have all of your neighbors call the landlord all hours of the night and keep sending mail about the tenants. Worked for me. We had some unruley tenants who were so bad and the police hands were tied, so I and the neighbors resorted to constant calling and letters until the landlord couldnt take it anymore. Can get owners name off the city tax page on the internet.

Section 8 is a FEDERAL Public Assistance Housing Program. It is landlord driven. The owner of a property applies to the Contra Costa Housing Authority for Section 8 Tenancy of their property. If the CC Housing Authority grants them Section 8 Tenancy then the owner can rent to Section 8 families and get a government check for the rent. No city can OPT OUT of a Federal program. The reason other cities don't have as much Section 8 as others (like Antioch) is because they are either out of the FMR (fair market rent) price range, landlords are choosing to rent to NON Section 8 families in those cities, there are not many rental units available in those cities (some cities are more transient than others), etc...
Please let me know exactly where I can look up the ordinance, that Danville and Alamo passed, stating that Section 8 rentals are not allowed in those cities.

The Contra Costa Housing Authority broke down its distribution of vouchers by city and unincorporated communities in December 2007. Richmond and Pittsburg operate separate housing authorities.

Danville had an all out ban until July of this year and has allowed some section 8s. I will find a link tonight and post it later, but feel free to do some googling (lol, google is a verb now!) and I'm sure you'll see some headlines about Danville finally allowing some section 8 but giving priority to existing Danville residents who need assistance. You'll also see headlines from cities across the country putting caps on the amount of section 8 allowed.
Cities have the authority to write their own ordinances. I am an Antioch home owner and believe me, if they can tell me I can't park my boat in my driveway or even leave my garbage cans in view on my own property, they can keep me from renting my house to section 8ers!

I looked on the Danville City website and there was no mention of any ban of Section 8 in their city. Again, I think it is illegal for a City to do this. The older and more affluent cities in our county have less housing movement and therefore less rentals period, Section 8 or private. But, I also believe that those cities pay more attention to what is going on in their City and "nip issues in the bud" before they get out of hand, unlike our City officials that just keep telling us they can't do anything, it's a FEDERAL program. What a cop out! If our City is being negatively impacted by a government program, that the taxpayers are paying for, it is up to the City Officials to DO SOMETHING ABOUT IT! From my view point, it was only after the citizens and UCBN stood up and said, "enough is enough" that the City Officials tried to do anything! Otherwise, I don't think the City Officials even would have contacted the Contra Costa Housing Authority and tried to work with them to fix the issue.

Those numbers are quoted from another post here on the CC Times forums concerning section 8 in Antioch. I'd love to get ahold of some updated numbers too as I'm sure the margin has grown quite a bit in the past couple of years.
I too looked far and wide for Danville's city ordinances on their website but found nothing.

DANVILLE - Danville recently opened its Section 8 housing wait list, which attracted 700 applicants in five days and reinvigorated a push from city officials to give preference to applicants from the Danville area.
Mayor Scott Eisenhauer has asked the housing authority, verbally and in writing, to consider reducing the number of public housing vouchers in Danville and to consider a local preference when prioritizing applicants on the wait lists.

There is a difference between having an actual ordinance or ban against a FEDERAL program and requesting the Housing Authority to reduce the number of Section 8 in a particular City. Obviously, the Antioch City Officials "dropped the Section 8 ball" when the number of Section 8 rentals was on the rise and they apparently did nothing to work with the CC Housing Authority to "stem the tide" and spread the vouchers around the County more. As far as I know, until the citizens rose up and said "enough is enough" all I was getting from my e-mails to the City Council was that it was a FEDERAL program and they could do nothing about it. Obviously the Antioch City Officials should have been watching and paying a lot more attention to what was going on in Antioch and working a lot closer with the CC Housing Authority all along.

vouchers are portable meaning they get issued and can be used in any city that has rentals that the landlords will except section 8 Voucher. The city doesnt control who rents out their houses.
When earlier I mention to come down hard on landlords I meant that the police should continue to work with the HA on complaints and the neighborhoods with these problem rentals need to complain to police and document what is happening including taking pictures and dates and times of out of control behavior.
They can also sue the landlord in small claims court.

Wherever that "Danville" is located, they must have their own Housing Authority.
The number of HCVs that any Housing Authority can issue is based on the amount of money they receive from HUD. The more HCVs they issue, the less the value of each HCV. The less HCVs they issue, the greater the HCV value.
For this reason, the Contra Costa Housing Authority can only issue so many HCVs. When they "open it up" for applicants, it usually is due to individuals turning in their HCVs becuase they no longer qualify or were kicked out of the program for violations.

That list is only from the Contra Costa Housing Authority.
Richmond has its own Housing Authority for Section 8 HCVs.
The 26 listed on your list are HCVs issued by the County where the recipient decided to rent in Richmond. After one year that HCV will be absorbed by Richmond and no long be reflected on the County Housing Authority list.
Likewise, Pittsburg also has its own Housing Authority and issues HCVs. The one listed by the County will be turned over to Pittsburg to adminsiter.
As a percentage of all homes, San Pablo has the highest percentage of HCV (Section 8) of all cities; a far greater percentage than Antioch.

There are many people who use the section 8 thing as a stepping stone to becoming independant, but there are many who use it as permanant housing. those are the one who we are upset about.
I couldnt always afford to pay rent , but got a second job to do so, I didnt rely on anyone else but myself. Because I wasnt happy with the areas I had to live in, I got an education and was able to then buy a home and still today paying for that education via student loans. If we keep giving and enabling, why would these people ever want to do better. I sometimes wonder, if I lose my job, how would I then be able to pay my mortgage, but the section 8ers never have to worry about it because we the people are paying for their shelter.
Section 8 keeps people down and down forever!
We shouldnt be helping people buy houses, they should be able to figure it out on thier own, like the rest of us!! Oh, but wait a minute, that would require WORK! The vary thing they dont want to do.

Again the city has no control over Sec 8. Unless we take over and start our own housing authority (which we looked into) the city has no control over who the Landlords in their city rent their property to.
Go to the Federal level and make changes there so that 1 city doesnt have to take the brunt of the vouchers. That is the only way these #'s will change. Every City should have the same amount. That would be fair. You know why they are all in Antioch. The other cities frown on Sec 8 and do not want these renters in their town.

I live in Brentwood and we are starting to see more and more moving in to our neighborhoods now. I think that with all the foreclosures investors/landlords are buying the homes and just renting them as fast as they can (ie section 8).
It's scarey to see this happening.

I managed an apartment complex in Alamo for 3 years from May of 2006 to May of 2009. The whole time there, we had a section 8 tennant. The Contra Costa Housing Authority paid about half of the rent and the tennant paid the other half.

Something can be done when a Federal Program is negatively impacting a city to the degree that Section 8 is negatively impacting Antioch. E-mail the Contra Costa Housing Authority, the City Council, our Governor, Senators, and House Representatives, Federal Glover our district county supervisor (what a joke), and HUD in Washington D.C. outlining all the statistics and negative effects this FEDERAL program is causing in the City you live in of Antioch. Also, don't forget to mention that the Section 8 recipients were at no time to live in "luxury" housing as the Federal Regulations that govern Section 8 specifically says the the housing is to be clean, decent, safe, MODEST (NON-LUXURY) housing. Also, this assistance is to be temporary and not go on and on. And yes I think that drug testing should be mandatory as CRIMINALS are not allowed on the Section 8 program at all. GET ANGRY! Accuse them of wasting our taxpayer money (which they are) by not weaning people off of the program and allowing them to live "in the lap of luxury" on our taxpayer dollars! I have done this many times already and will continue to do it. Don't forget the TOTAL IMBALANCE and OVERLOAD that the Contra Costa Housing Authority has allowed in the City of Antioch, while other cities have practically no Section 8 housing and/or HCV's! While I understand that the "Projects" were not a good idea for the people or the cities, HUD and the Local Housing Authorities need to be fair and judicious in spreading Section 8 housing around in all cities so that one City like "ANTIOCH" is not overburdened by this FEDERAL program. Otherwise all they have done by moving people out of the projects in the inner cities is OVER CONCENTRATED them in other cities, thereby perpetuating the same problem. The UCBN organization in Antioch has been working on this for the last two to three years, but it needs to be kept going or the government agencies just go back to doing an incompetent (LAZY) job of overseeing this program!!! It's really unfortunate that your posting state half-truths. The public should be educated on Federally subsidized housing, however the education should be factual. HUD mandates all subsidized housing is to be "decent, safe and sanitary," It does not state it is to be temporary; it's as long as the person is eligible to receive assistance. The Housing Authority does not decide who lives where, eligibility of subsidy and the owner who selects their tenant does. You cannot drug test all Sec 8 tenants, that's called discrimination, has nothing to do with ethnicity, it's our constitution. One area cannot decide not to rent to Section 8 no matter how loud you scream again it's called discrimination again has nothing to do with ethnicity. You cannot impose higher taxes on landlords who rent to sec 8, again it's called discrimination, has nothing to do with ethnicity. While I agree as a constituent it should not be abused, bottom line is Housing Authorities and/or other entities that administrate government assisted housing and/or other government subsidized programs have rules they have to follow. It's unfortunate that someone who obviously works and/or has work with housing, community groups (s) and/or is affiliated through a memorandum of understanding would feed the community such backwards information all in the name of trying to make someone think you know more than you know. By the way I've been assisted as a veteran I am thankful for the assistance be it housing, SSI and any other assistance that is made available where I can better my quality of living. It's really unfortunate too that you don't understand a lot about the program that you are on? Only the elderly/children and/or mentally/physically disabled are to be permanently assisted by any/all government programs. People who are working age and able bodied are to be assisted Temporarily not Permanently. If any Federal program negatively impacts a taxpayer, city, state, etc... they have the right to do something about it to get the Federal Government to rectify the problem. The recipient of the government program does not have all the rights in this situation. Like in life or anywhere else, this is a two way street, not a one way street. The Housing Authority can and should administer the Section 8 program according to the rules and regulations of the program. The Housing Authority and HUD are not to create major problems in any one city, state, etc... in the administration of any government program. Again the people who are not on the program have rights as they are TAXPAYERS that are PAYING for the program! It would be very easy for the government to amend the Section 8 program to require DRUG TESTING and they should. We should not be subsidizing peoples' drug addictions, PERIOD. There are many corporations that require drug testing and many government jobs that require drug testing. That's just the way it is today with the supply of drugs being so plentiful. I am not sure why you keep mentioning ethnicity. I am not talking about anyone's race, religion, or sexual orientation, that is not part of the picture for me. One of the rules that the Housing Authority has to follow is to make sure that Section 8 recipients are not housed in "luxury" housing, which is happening in Antioch today and needs to stop because taxpayer dollars are being wasted. And yes the Housing Authority, HUD, etc... CAN and SHOULD limit the amount of houses on a particular street, in a particular neighborhood, or in a particular City that they qualify for Section 8 tenancy. Again, WE the TAXPAYER'S have a right to not be negatively impacted by government programs that we fund. Whether you like it or not there is some fraud, waste, and abuse of the Section 8 program going on in Antioch and it is negatively impacting the people and the City of Antioch. It has been proven that criminals were allowed to be on Section 8 in Antioch because the Housing Authority failed to do criminal backround checks. Does that mean that ALL Section 8 tenants in Antioch are bad? Of course not. I am quite sure that there are many decent, law abiding people just trying to survive with the help of Section 8. The problem of course are the other people that are defrauding the system and the ones that may or may not be criminals. The government can and does impose taxes on all kinds of people all day every day. That's what they do primarily to collect more money. They advertise and give landlords all kinds of incentives to have them apply for Section 8 tenancy, they certainly can make sure that the houses stay in good repair, and the landscaping is presentable and fine them if they don't (this goes for private rentals as well). These kinds of fines and ordinances are good for everyone because they force the landlord to keep up their properties and not be neglectful absentee landlords. This is not discrimination. Landlords buy properties to make money. For them it is nothing, but a business. Business' have requirements put on them all the time by local, state, and federal governments. I have no problem at all with government programs helping out "true people in need." I have a big problem when the government does not use proper oversight in the administration of the programs they are being paid to oversee and as a result it negatively impacts me, my family, the schools, and the City of Antioch where I live.

Participants are able to stay on the program as long as the meet income requirements regardless of race, creed, color, ethnicity, disability and/or non disabilty. I mentioned ethnicity often because your post leaned more toward discrimination be it intentional or unintentional. We both agree the program endures a lot of fraud but I find these situations are handled on a case by case basis and terminated and/or prosecuted which ever the situation calls for. Again, your are misinterpreting your rights versus the rights of the government and the taxpayers that fund the government and therefore all these government HANDOUT PROGRAMS. Inherent in ALL government assistance programs is the mandate to only help the "truly needy and our most vulnerable citizens." Again, elderly, children, disabled, and yes the poor/low income. BUT (and this is a BIG BUT) the able bodied, working age people that may "TEMPORARILY" need assistance (like right now there are a lot of TEMPORARILY UNEMPLOYED people and that's why they extended unemployment insurance benefits, TEMPORARILY), are supposed to be taking advantage of all the other programs such as; FREE (or nearly FREE to low income people) continuing EDUCATION, VOCATIONAL TRAINING, JOB TRAINING, CAREER SCHOOLS/CENTERS, APPRENTICE PROGRAMS, ETC... to better themselves and get a better job and GET OFF GOVERNMENT HANDOUT PROGRAMS. Why on earth would anyone think that the government (working taxpayers) could and would support someone living off taxpayer money (partially or otherwise) for years and years when a person is able bodied and can work to get themselves a better job/career?! That's just illogical thinking. If everyone thought like this, who would be working to fund these government assistance programs? I'll tell you what, why don't we all quit our jobs, go on government assistance programs and see how long the government is able to cut us checks with NO TAXES coming IN and only money going OUT. LUDICROUS! Unfortunately, a lot of people do not want to FACE the FACT that SECTION 8 is nothing more than a WELFARE program. That unless they are "ELDERLY, CHILDREN, OR DISABLED" they should be working "fast and furious" to get themselves OFF THE PROGRAM. Neighbors that live around Section 8 houses are subsidizing that housing. They're working so that you can live there, while paying for their own houses as well. There should definitely be housing square footage limits, lot square footage limits, amenity limits (no swimming pools, basketball courts, no new luxury cars (where's the money for the car coming from?!) etc...)) in the Section 8 Federal Regulations. No one should be allowed to live "in the lap of luxury" on other peoples' hard earned money. Also this is a WASTE OF TAXPAYER MONEY! More people who really deserve the help could be helped if some people were not living in "luxury housing" that we are subsidizing. And I have brought up time and time again how ridiculous and neglectful that the Housing Authority has been in the administration of the Section 8 program, in Antioch especially, to allow people to live in 3,000 plus sq. ft. housing in great neighborhoods. I am not sure if this would help or not but if you can document problems with renters, section 8 or not, and you keep the home owner informed of the problems and that homeowner takes no action, I would think that lawsuit after lawsuit after lawsuit would get their attention.

What happened today by DVHS could have been much worse. We, the community, are lucky it wasn't. We don't know if the shooter was from Antioch, Pittsburg or elsewhere.
Address checks for students attending our schools would be a small start but a start all the same. I have seen people driving into Antioch from Pittsburg and dropping their kids off at DVHS. Does the school district really want to stop this? I would guess not. I know they had hired a private investigator to check up on this but I believe, and I could be wrong, that it was short lived. The more students in our schools means more money for the school district. Why should they care where the students come from? If I am wrong, please correct me.

Retired APD - I appreciate your facts. With regard to addresses of students, students can actually attend a school based on where their parents are employed with approval through the district. Of course there are many students who are attending schools in other areas because their parents are using addresses of relatives and/or friends.
Parents are trying to send their children to schools where they feel their children can benefit the most. This has been going on for decades.
As it relates to owners being held accountable, I agree! Doesn't matter if it's Section 8 or private sector wrong is wrong. Tenant's should be held accountable and owner's who do not enforce their lease and just collect rent and/or a government check should be held accountable as well!

Try this for your answer, over priced houses sold to under quaified buyers with little or no money down and low variable rates that when the the market fell in the hole they couldn't keep their homes. In comes the investers buying up the properties for next to nothing and "renting" them to the Goverment to make their payments, ie section 8. Their payments are made by the goverment and they buy more houses, never for them to live in and don't live in the area. How do you correct the problem? First, find the "owners" and start legal action on them for run down properties. Second, investment property should require a 50% down payment, period. Third, limit the number of investment properties in one city to one or two homes that one person or company can own. Forth, fine any lender that lends to anyone that defaults within 3 three years a 10% fine payable to the city.
Greed got Antioch and other cities in this problem in the first place, and greed contiunes to fan the fire. To many people who coundn't afford to by a home in the first place, than bought over priced homes they never could afford. Now the people that bought their homes the right way, by saving and working hard and not over purchasing beond our means are paying the price. It wasn't section 8 that caused the problem, it was uncontrolled greed. Now we all are paying the price. Both out of our pockets and our safety.

I agree too "old for this" but remember that this section 8 rental issue has been going on long before the housing market crash. You are correct that investors were buying houses and renting them out to god knows who. Most of these rentals were sec 8 and the landlords were not doing the required criminal background checks and the Housing authority was only doing credit checks not any criminal background checks. That is part of the reason for the increase in crime. Also the housing authority isn’t doing the checks on who is living in the residence like they are contracted to do otherwise there wouldn’t be multi families etc. living on 1 house. Yeah the houses are big enough for multiple people but who wants to live next door to 10 people who act like thugs. Not me. You have a sec 8 problem go straight to the housing authority and do not stop until they do what you want. And be sure to document what you are seeing and call the police when it is warranted.

There is something each and every one of us can do!
Don't elect candidates to state or federal offices if they support unfeathered issuing of Housing Choice Vouchers (Section 8) without a five year civil and criminal background check; actual annual unannounced visits to the HCV recipient's home to see if they are purchasing luxuries like big screen TVs, blueray players, expensive cars which undermines their need for an HCV; ensure that only HCV listed people are living in the house/apartment; limit HCVs for nondisabled and recipients under the age of 65 to no more than 5 years; check with the local police/sheriffs office regarding any calls for service to that house in the past year; establish a protocol for local police, city and sheriff departments to notify the Housing Authority when violations occur.
If a candidate doesn't support those measures, then vote for the candidate that does, regardless of their political affiliation.

Housing Authorities in the inner cities of SF, Oakland and Richmond have used CC County and Antioch as a dumping ground, sending out flyers and using groups like Acorn-community organizers to advertise......all the rental houses, for the poor out in Antioch. Our 2 CA-DEM congresswomen BOXER & FIENSTIEN are inept and want more Welfare and more SUBSIDIZED housing IN CA !!! Complaints to their offices accomplish nothing. VOTE THEM BOTH OUT!!!! VOTE ANYONE ELSE IN.

My take on Section 8 is not simple. I do not want to abolish section 8. I do however wish it would be harder to get on section 8 and it should have more enforceable rules. pokerplaya wants to eliminate section 8 in antioch. I want it better regulated in the entire United States.
Most of the suggested rules below can get fuzzy and tricky but there should be a way to enforce and regulate them if they are written in a clear and legal manor.
1. There should be a time limit specific to the individual (example: an elderly woman on disability should be able to be in section 8 for as long as she needs, but a young woman with no disabilities should have a time limit.) The reason section 8 was started was to help get people back on their feet, NOT to continuously carry the lazy ones.
2. Find a way to regulate how much money they spend on other items other then rent. (Example: cigarettes, cars, eating out, and cloths…) This money can go towards rent, food, and essentials. Not on new 20” rims for their new SUV.
3. There needs to be a task force to do regular visits to check on all section 8 recipients. With more visits given to those who have criminal records. This is to not only weed out the abusers but also to check to make sure the good section 8 recipients are doing well. It should be treated like a “visit” not a witch-hunt.
4. There should be a limit to how many people live at one residence with section 8 recipients. (Example: a mother with 3 kids and a husband should be able to live together, but a mother with 3 kids, 3 friends, 3 of their children’s friends, and a boyfriend should have a limit I.e.; the mother and 3 children are expectable, but the friends and boyfriend are not expectable.)
5. Some if not many section 8 recipients have low paying to no jobs but still have a lot of money due to illegal or under the counter operations. We need to find a way to regulate this, and come up with some sort of penalty to those that are caught with more money then they claim.
5. Those that are on section 8 should have to pay back the government at least part of what they borrowed from section 8. Within reason, remember section 8 is meant to help those in need not hinder their recovery. It needs to be treated more like a loan, rather then a free ride.
It should be just as easy to remove a section “8” renter then it is to remove a non-section 8 renter. Right now it is very difficult to have a section 8 renter removed. They made it hard for a landlord to evict section 8 renters because of rules in place now.
I DON’T believe in drug testing unless it is clear they are using, or selling. In that case it is the job of the Polices to do such tests.
Section 8 needs to be treated more like a “privilege” that can be taken away at any moment for abuse of the system, Not a “right”.

I like what you have to say but most of it cannot be done.
1. I agree but who will say someone is disabled and someone is not? At what degree of disability would someone get assistance and another person none? If I am 49% disabled and someone else is 51% disabled, would it be fair to me that that other person received section 8 and I didn't? There are too few doctor's that would get involved with that because of lawsuits...and disability is partially subjective and partially objective. I can go to one doctor who will say I am 51% disabled but another doctor might put me at 49%. People can doctor shop all they want. They do it for pain meds, etc. BTW: 49% and 51% are just numbers I used...nothing more.

3. You might have a problem with this...it's called the 4th Amendment. The right to not have unreasonable search by the government. Don't forget that the NAACP will get involved if it looks like the only people this would apply to are African-American. Apply it to everyone but I would bet the statistics would show that most people on Section 8are African American. This is not a racist statement, just a statement of what I believe is fact.
4. I agree. After I retired I moved out of state but after 5 years moved back to Antioch...See, there is my disability...brain dead. Anyway, Antioch had grown during those 5 years. One of my duties on something I was working on was to talk to a lady in S Antioch. I pulled up to this beautiful 5 bedroom 4 bath 3 car garage home, one that I cannot afford. A brand new Escalade parked in the driveway. I rang the bell and met the very nice lady who invited me in. The home was furnished better than I could ever hope for. A 65 inch TV sat in the living room. New furniture decorated the house. I could see a swimming pool in the back yard. This lady was on Section 8. She moved here from Richmond because a large enough house could not be located for her and her 8 kids....that is right....eight. According to her, each kid had a different daddy and most of them were either in prison or in the wind. There you go folks. This is what we pay for. Now I know that not everyone is like that and there are those who really need the help...pay us back by picking up trash along the highways or some other community service.

1. Who will decide? Those that decide who qualifies to be on section 8 would. When you go on welfare or unemployment there is always someone deciding how much you get and for how long. This should be no different. Now, how to decide like I said will get tricky. There are always ways to get around the rules. That is why we need checks. It is ILEGAL to lie about disabilities and there are people caught everyday doing just that. That does not mean we should not try.
2. Like all others this will get tricky too.
3. You mentioned the 4th amendment. But you are forgetting that many programs the government offers require regular meetings. I am not saying they have the right to walk in any time they want and search the place. That is completely unreasonable. However, when you sign up for any assistance there should be set standards you must follow. And we need to check on those. Regular visits called ahead of time are legal as long as they are just that “visits”. Not going threw every room in the house searching. You are confusing a search and seizure with a check up. If you live in a “half way house” you are required to have mandatory visits. The only difference is they are allowed to search the place. Section 8 should be treated close to the same. Section 8 was not meant as a continuous means to be lazy. If you are on unemployment you have to go in for scheduled meetings to discuss your employment and see if you are even trying. What is wrong with doing the same for section 8? Only at the recipients house.
Again, these meeting should be treated as a “visit” not a witch-hunt. Which is why it gets tricky and why it is so important we train individuals. We could also have 2 people do visits at a time so one can check on the other. But the teams need to be different every time. Otherwise you run the risk of getting two bad people.
There are always going to be whiners, complainers and groups that take things too far, like the NAACP. That does not mean we give in to EVERY unreasonable and ridiculous demand they make. The NAACP has done some Wonderful work towards equality. I do not want them to go away. I do however wish they would do more un-bias investigations and I wish they would pick and choose their fights more carefully. Instead of hindering the process to equality they should be helping it.
I know it’s tricky. But if we sit down and go over every possibility we can think of we should be able to find a way. We need a system of checks and balances.
You can sit there and think of all the ways it would fail, or you could find a way to make it work.

Being a retired APD you probably didn't even notice the living condition of people you encountered, but when you interact with black people, there may have be an presumption of the living condition. I get this alot, even to this day, it is hard for some people to except that I'm not on section 8, two parent home and both college graduates. Let me be clear, I do not believe in banning Section 8 for the country!
I know that there are plenty of people that genuinely need assistance, including disabled and handicapped persons.
I DO however believe in banning section 8 in Antioch in the sense that there should not be 1 more section 8 voucher permitted in our city. Furthermore steps need to be taken to not only cap the number in Antioch, but reduce that number dramatically.
I also agree with all of Graphic 21 suggestions, you've made some great points.
And while I DO think that drug testing section 8 recipients is a good idea, I realize that ultimately we tax payers would be picking up that tab for the expensive tests, so it really defeats the purpose.
What's important here is that we don't sit silent while our kids are living in danger and our property values diminish.

While I feel our welfare system could definitely use an overhaul, I feel that we could collectively make a bigger impact by ruffling feathers here on a local level then trying to gain attention at a federal level.
Besides, I really feel that this is a problem that really needs to be addressed here locally first. Our city government should have never stood by and watched this happen without stepping in at some point.
The grossly disproportionate number of section 8 vouchers in Antioch is clearly causing problems for our city's safety, economy, education and unity. We elect these officials to look out for our well being as citizens and they have failed us. It's time for Mayor Davis to roll up his sleeves and get together with the City Attorney and start doing their job of making noise everyday on the county, state and federal level on our behalf while we are out doing our jobs.
We need to call City Hall daily and attend City Council Meetings on Tuesdays at 7:00 p.m. and request that something be done.

Really, there has been a lot of construction in Antioch over the years and one incentive for bank loans is to agree to include "X" amount of Section 8 - there are also other Section 8 incentives, depending on the year. For some loans the section 8 is limited in years (example 5 years, then the place does not need to be section 8)
Start a Community group and give it a catchy name and start to get involved. Show up at the City meetings and let them know. Make shirts with the group logo on it and go to the Farmers Market's and sell them...yadda yadda,...bing
I know many groups like this that fought against construction companies building condos on the coast. They did slow things down...
Blogging this will not help. Better to Blog about where the group is meeting etc.. ;)

Alamo is not a city and has no local government. It is in the unincorporated area of the County. No county or city in the United States can put a 'cap' on the number of Section 8 (now called HCV - Housing Choice Voucher) as it would violate the federal Fair Housing laws.

The only problem with that Jerry is that you are an honest hard working individual who is responsible and respectful of others.
Some 20 years ago I told my wife that if we got divorced and she kept the kids that she'd be making more money on the dole with a Section 8 house (worth up to $2100 a month), food stamps, free medical, free school lunches for the kids, and a host of other perks - all tax free and being able to stay at home! Of course neither of us would do that and we're still together after 41 years and still living within our means.
While we were in the Navy, we were eligible for food stamps (pay was pretty low in the 1960s and 1970s) and our kids were eligible for free school lunches. We accepted neither and lived within our means and made the kids lunches to take to school.

Yes, Section 8 tenants work, but if you can't earn enough to pay for the house you want to live in, then DON'T! Find a place you can afford or move in with friends or family, until you can.
Unless of course, you're sick, elderly or disabled. That's different. I'm talking about able-bodied people, here.
If you don't work, you don't eat. Individual initiative. Self-reliance. Basic concepts of life and what made our country great. Not getting something for nothing, living off other people and thinking the world somehow owes you. That's why these "entitlement" programs are mislabeled. Since when is anyone ENTITLED to something they didn't earn?
It's not about "hating" renters or low-income folks. It's an issue of fairness. It's not fair to take money from people who work hard and give it to those who don't. If those who produce want to voluntarily donate to a charity that helps the poor, that's perfectly acceptable and a good thing. I believe in helping "the least of these." But not being forced to do it through an inefficient, bloated, bureaucratic government.
It's about helping people wake up, take responsibility for their own lives, and becoming self-reliant, instead of being held down like modern-day slaves/indentured servants to the government. This country is supposed to be about freedom. Anyone on the government dole is not truly free.

A good place to start is to e-mail the City Council, the County Supervisors (specifically Federal Glover, our district supervisor), our state Senators, our district Representative in the House of Representatives, the governor, the Contra Costa Housing Authority, the West Coast Director of HUD, the Director of Public Housing in San Francisco, HUD authorities in Washington D. C., etc... All these people and their e-mail addresses can be "googled" on the internet.
A good place to start your complaint is with your personal experiences in your own neighborhood/CITY. Also state that no Federal or State program that you pay for with your tax dollars is allowed to negatively impact (increase crime rate in your city, increase in police calls, disturbances in neighborhoods, parks, shopping centers, etc...) you or your family. Also state that no one on a government assistance program is allowed to live in "luxury housing" on your tax dollars, as that is a waste of taxpayer dollars of which no government program is to blatantly waste your hard earned taxpayer dollars. Demand that the City Council and our district supervisor, Federal Glover, work very hard and diligently with the Contra Costa Housing Authority to spread the Section 8 recipients throughout the County and not just allow an over abundance of Section 8 to reside in one city/street/neighborhood. Don't take the excuse that this is a Federal Program (landlord driven) that no one in the City of Antioch or the County Supervisor can do anything about. This is a "total cop out" meant to "pass the buck" to HUD. And HUD is responsible for this ridiculous out of hand situation in Antioch. But, our City Council, Federal Glover, and the Contra Costa Housing Authority, and other LOCAL elected officials should have been managing and administering this program a whole lot better than they have been. Our local officials should be working with the Housing Authority and HUD to PROTECT OUR CITY! That's their job and they better start doing it or not expect to be re-elected! Demand immediate criminal backround checks on all Section 8 recipients in Antioch and the rest of the County. A criminal is NOT ALLOWED to be on Section 8. Demand that FMR (Fair Market Rents) be reduced in Antioch and other lower rent Cities in Contra Costa County that are now currently being lumped in with Oakland-Fremont, CA HUD Metro FMR Area. The FMR's in Antioch (Brentwood, Oakley, Byron, Discovery Bay, etc...) should not be the same as Oakland, Orinda, Walnut Creek, Lafayette, Danville, Alamo, San Ramon, etc... This is ludicrous and this is why people on Section 8 are able to live in "luxury housing in Antioch. The FMR for a Section 8 four bedroom house in Antioch is proposed to be $2,312 in 2010. CRAZY! You can sue the landlord on your street in small claims court. You need documentation of the activities, copies of the police reports and anything else you have, witnesses etc. You can sue for loss of property value and anything his tenants do that is against he law. Everyone on your street can do this at the same time. 10 families x $7,500=$75,000. out of the landlords hide. Good luck...and do it.

Hey FEFE, there are a lot of "you's" in your post, so I'm assuming you don't live in Antioch. Why are people like you so concerned about what's happening in our community? Why do you feel the need to lecture us? Do you understand the concept of the word priorities? As tragic as the Garrido case is, it affected a relatively small number of people. When a community is inundated by a large number of people in a relatively short period of time who bring with them a total disregard for living in harmony with their neighbors and seem to have no interest in abiding by the law, whether they are section 8 renters or not, it affects an entire community. Check this out Tom: Were the Gurrido's on section 8? You can't just wake up and decide a few bad apples in a federal program should cause the entire program to be discarded. It just doesn't work that way. Some people on this forum have the right idea. Watch neighbors and if they are breaking the law; call the police. That's about all you can do. Loud music, call the cops. Late night parties too loud, call the cops. License plates expired, call the cops.
Then maybe you'll get the type of section 8 renters that will appreciate the opportunities afforded them. This feeble attempt to rid yourself of what you consider undesirables is not going to happen. Their are many residents withing your city limits that give you problems that are not on section 8.

Yes, Antioch PD was fooled by Garrido. APD was part of a task force made up of State Paroles, and contra costa's S/O and yes, they ALL missed the forest for the trees. The Garrido's are just the tip of the iceberg that's lurking in Antioch and the only issue at hand now is how to rid Antioch of section 8 renters. Healing? What I'm reading is pure hatred and how to rid a certain group from a city entirely; by any means necessary. Don't tell me to read healing articles, tell that to the mob after the section 8 renters.

Why not? This forum was damnned near ready to do it to section 8 renters whether they could identify them or not. Don't go soft now. My problem is that you (all Antioch complainers) do not identify problem residents. It's assumed that when a crime is committed, it can only be by someone on section 8 and that simply is not true. To believe that riding the city of section 8 renters will somehow erradicate all crime in Antioch is laughable. Crime comes in all shapes sizes and colors; it's not black and white (no pun intended). I personally know many Black families that are homeowners in Antioch. I cringe everytime I visit because I'm afraid someone will assume I'm on section 8 and start attacking me . That's how people sound on this board, ready to attack on sight.
You continue the fight with section 8 renters and I'll keep an eye out my neighborhood for unusual neighbors with strange habits.

I think it might help if you took a deep breath and make sure that you don't find yourself falling into a trap of hypocrisy. You recently used the word focus. Unfortunately, you seem to be focusing on this particular thread, and the comments by a few individuals and then attributing those comments to an entire community. You've accused an entire comminity of hating people on section 8 and wanting to get rid of everyone on the program. Do you see the problem when you start broad-brushing everyone as the result of a few comments. The more incendiary posts you read on any of these forums don't represent an entire community. A handful of people don't talk for a city of over 100,000. Yes, there are racists here in Antioch, and guess what, there are racists in Walnut Creek, Lafayette, Orinda, Alamo and Danville. I guarantee it. We don't have a monopoly on blind hatred here any more than we have a monopoly on child molesters living in our neighborhoods. If you bothered to pay attention to more than just a few of the threads that have developed over the years regarding section 8 in Antioch, you'd have realized that most of us are concerned about behavior, not race. There have been many of us who have reported problem neighbors to the CAT unit that were not black and not on section 8 so you'll do yourself a favor if you stop focusing on only a few individuals on the forums whose comments have obviously gotten under your skin.
But you know what? I have a feeling that I'm wasting my time trying to reason with you since you refused to even read the article I mentioned. You seem to have closed your mind and aren't open to a civil discussion. Fefe, It makes me sad that you think you would be attacked when entering Antioch as to be thought to be a Sec 8 renter. This is so out there. When have you ever heard of a section 8 tenant being attacked by a non section 8 person? Never happened.
Living in Antioch for over 10 years I have learned that there and many great people that live here. I have raised my children here and still have 1 in high school and they have many great friends of all colors and shapes sizes. That is how I raised my children to appreciate people from the inside.
This city is like most American cities with crime being the main focus of complaint. People are scared to let their children walk the streets as we did as children as it isn’t safe. There is an criminal element that is attacking our children and this is very unsettling. I do not blame it on sec 8. I blame it on parents who never taught their children to be law abiding citizens. That said I hope the next time you come to Antioch you see some of the good. I do everyday and my kids do love having grown up here. When we leave after we retire I am going to miss the wonderful friends we have made. I just so not see me spending my golden years here.

Property owners who rent should be required to obtain certification anually (per house/unit/etc) for a small fee, making considerations of some type for those owning apartment complexes. If the cops are called to a property too many times in that year... their certification is revoked and they're no longer allowed to rent in the city of Antioch. Or maybe they'd still be allowed to rent, but the fine would be tiered based on the number of problems for the previous years.
That way - it has nothing to do with Section 8 and makes the property owners accountable for renting to idiots. I mean... I don't know if something like that would work, but how much more lame could it be compared to what's in place now?

I think it is wonderful that you worked hard to get yourself off of government assistance. I also believe that section 8 should be used as a means to help those in need to better them selves. Which is why section 8 needs to be reformed. There are too many rules that allow people to get addicted to the program and not enough rules to keep them motivated. Some of us do not want section 8 to be reduced or abolished. We just think it needs to be changed to prevent those few individuals from abusing the system.
I wish everyone had a good work ethic and the pride to get their self off of government assistance. Because there is no time limit on section 8 it does not motivate anyone to get a job if they have nun. There is no penalty for those that use section 8 as a means to be lazy. It is extremely difficult to remove a person on section 8 from any household even if they ruin the property or break the law. The rules involved in section 8 do not protect those not on section 8 from the abusers and protect the abusers from ever being evicted even if they break the lease. Read the rules on section 8. They are 100% bias and unfair to the community and hinder the recovery of those that should be working towards a better life.
Some of these people are tired more of the crime here in Antioch then anything else. It is true that since section 8 has risen in Antioch so has the crime. Unfortunately the states do show that where poverty is highest so is the crime. No, it is not section 8’s fault. But section 8 is also not part of the solution and is only hindering those few criminals to stay. I know of several section 8 recipients in my neighborhood and to tell you the truth only 1 maybe 2 are bad people. Not all section 8 recipients are criminals, not all section 8 recipients are low lives, BUT not all section 8 recipients are good hard working law abiding people either.
The truth is, Since Antioch opened its doors to more section 8 and Oakland, and Richmond started cracking down on section 8 abusers the crime in Antioch has more then doubled. The rules in section 8 prevent the community from weeding out the bad behavioral section 8 from the good. Section 8 needs to be reformed, checked, and double checked. Its difficult, but I believe it can be done to benefit all.
Instead of bashing and berating this posting board, why not try to provide an intelligent solution to the problem.

Calling the police for crimes does not make you a racist and we both know it. Only calling on certain individuals while ignoring others doesn't make you a racist either, it just makes you stupid. I don't believe that Antioch PD are hesitant to arrest Blacks or any other race for fear of being labled racists. APD are making arrests everyday and I'm sure race doesn't matter to them.
If you feel all hope is gone and despair is your only friend; then just pack up and move. I've always said and I'll keep saying it until I'm blue in the face (no pun intended), there is a right way and a wrong way. Every Black person in the city of Antioch is NOT on section 8, welfare, or a criminal. The postings don't leave room for peaceful law-abiding citizens who happen to be of color. Of course not every (or even most) black people are criminals. The stats will however say that the rate of violent crime and the risk of death is much higher in the young black male population. This is a terrible waste of humanity. I dont know what can be done to stop this cycle but something must be at least tried. Until that time while the stats are based in fact it is only logical to for Antioch to be concerned with a influx of people moving in from Richmond and Oakland. By statistical non racist data it will certainly mean more crime. This is not something that any place would desire.
If you could manage this for safety you would only allow senior citizens (of any race) to move in because the stats would tell you they will not commit crime. The demographics do in fact play a role in the quality of the growth of a city. To deny this is insanity.

How about trying to reform the Sec 8 program at the Federal level and stop all the name calling. Some people deserve to be on Sec 8 some do not. Help identify the one's that dont and report them to the Housing Authority. Contact Federal Glover our elected county representative that oversees this program and complain.
