Oakley resident rapes 4 women and goes free. Do you feel safe?

There is a man in Oakley who has raped 4 women. Robert Kochly, the Contra Costa County District Attorney has decided not to press charges. Two of the cases are current cases. They weren't perfect cases, but a total of 4 women have filed rape reports against this man and are all willing to testify in court. We don't know each other. In fact, we don't even know each other's names because rape reports are confidential. I think that the public should know that their ELECTED district attorney allows men who have raped multiple women to go free.

So a very dangerous man is free to hurt more women like he hurt me and the others. Please let the DA know that you don't agree with this and that you won't vote for him again.

there is a little thug in antioch and i dont know his name but goes by aka C-4 he is also a rapist, so i hope many people see this mr.C-4 just so they can be aware. and if we ever meet one sat you are going to be a victim your self.

It figures with your name you would be so fast to judge a man. You are a man hater and convict men in your own court of opinion as you see fit. If four women were allegedly attacked by the same man and there is not a single shred of concrete evidence, including DNA linking him to any of the four then he may not have raped them at all. Have you ever heard of mistaken identity? Of course you have, but when it comes to women, there's no such thing is there, Ms Steinham?

If you weren't so completely stupid and frightened by a screen name like women's rights, you would have actually read the post.  You say that he may be innocent and that it may be mistaken identity.  Well you didn't notice that I am one of his victims, to make it crystal clear for you HE RAPED ME.  And since I knew him myself, I wasn't mistaken about his identity, Mr. Hitler.

I would be interested to know what led to the decision of Kochly not pressing charges? What imperfections do you speak of and what role did they play?

Before we condem the elected District Attorney, we should realize that he is very rarely involved in actual case work, and may never have actually seen these cases. Most times in nearly every county the case loads are handled by Deputy DA's who make the decisions. It is frustrating to both victims and police, as to cases they file and do not. I had a case about 15 years ago because the deputy DA did not file because it he said "it did not have jury appeal" meaning he didn't think a jury would like the case or my victim. You will also find that they (DA's) will only file cases that they feel they can win, so if in their eyes a case is border line it may be sent back to the local agency for more investigation depending on the type of case, or dropped or negotiated with the defense.

My sugestion is to keep contact with the detective or officer who worked the case, and make sure that they are still looking to get this scumbag off the street.

I actually asked the actual DA to review the cases.  He did review them and agreed with the deputy DA assigned to the case.  That is why I think that he should be voted out of office.

You said that the case's weren't perfect, what did you mean by that? Are all of the cases grouped together or individual? Are multiple police departments involved? Did they tell you why they are not filing now?

I know that this is frustrating and is making you angry, I have been there and know what it is like, I could write for hours about my anger at the San Mateo County DA's basically letting a confessed murderer sit in a mental hospital after murdering a police officer and friend over 10 years ago. I will simply say this stay strong don't let the system make you a victim again, keep after the officer or detective who worked the case, to make it a better case.

and I will never forget that day either or the last words I said to Dave, as he started his shift and I ended mine. I do wish that Gail had lived long enough to at least see the start of Justice. May they both rest in peace.

i remember officer dave chetcuti,wasnt mrs.harris of SF Da presiding over that case and wouldnt go for the death penalty? iam trying to remember, i cannot forget that case.

Your thinking of Isaac Espinoza of SFPD. Dave Checuti's killer has not gone to trial, and may never. San Mateo County Senior Deputy DA Steve Wagstaff had, and may still have the case.
