It seems to me that it's time to organize an effort to improve the quality of life in our communities. Car stereos which can he heard for blocks, panhandlers creating driving distractions on freeway on-ramps and intersections, street vendors who peddle fruit, flowers, food and textiles. Frankly, America seems to be on the verge of becoming a third world country.
The car stereo noise is easy. It's already against the law (CVC Section 27007), with fines begining at around $125. Why won't our police enforce this law?
Street vendors and panhandlers are a little more complex, but certainly something can be done..... Only when we decide we've had enough will the problem go away.
