I agree with the last three options wholeheartedly.  Are taxes should not be used to "titty feed" every single illegal in the state whether they are from Latin America, Asia, the Mid East, Europe or from Mars.  I need my money more than illegals do.  I always felt strongly that these home countries of  illegals should pay for services rendered at taxpayer expense, even though I dont think we will ever see a penny, and we should spread the word that law breakers arent arent welcomed here especially their supporters and the politicians that feed off of the votes for pandering to this group of non citizens.  It gets tiring seeing illegals arrogantly move into the area as if they have a right to be here to work and live and claiming civil rights when they dont even have Constitutional rights except in their own countries.  As a Brentwood native, Ive seen my neighbors come and go over the years, but never expected  my neighborhood to be  overrun by illegals who lack the fear proper of ICE and who do not respect our laws and sovereignty at all.  Just think, as much as certain individuals wont admit it, the illegal alien issue is hurting the states economy among other fiscal irresponsibilities on the part of those that are elected to Sacramento.  The state will never dig itself out of the hole it dug for itself if it continues to throw away money on pork spending and to support the illegal population, but then there are those who see an opportunity to raise taxes as the solution when all it is is a bunch of BS.
