The same fearful voters voted yes on thirteen.
Now look at the school scene
25% voted and they voted out of fear
Fear of the unknown and things they cannot steer
The same unknowing voters voted yes on recall
Now look at the budget stall
How much more fear will we all see
With the state in bankruptcy
And schools are closed and food banks shut
And jails let all criminals out.
So here we go again proving the initiatives never knows what is best
As we toss out the good with all of the rest .
Hope we rediscover the virtues of republican democracy as is correct
Before the State is fiscally in default and in the ultimate deficit.

Nice poem..... a few facts, though.
The Democrats have been in control of the legislature since 1970, except for the period 1995-1996. That's 39 years.
Given the "high-tech" vision of California, there is NO budget transparency. Nothing is available on-line, but more than 20 other states have put their budget info on-line since 2007.
The legislature is more interested in passing "feel-good" do-nothing laws, than to address the budget head-on.
The legislature has historically (and traditionally) been unable to pass a workable budget on time. The legislators continue to point fingers, while they have only themselves to blame (if course, their moronic constituents who elected them based on their promises are also to blame).
I'm tired of paying for others' inefficiencies. Until the public and the politicians can get their collective [bleep]e$ together and start doing what they were paid to do - instead of legislating by proposition. They oughta all be fired.

Since 1989 California has had fifteen Republican Governors and four Democratic Governors. So we can see what party has had the most responsibility for administrating the budgets for the past 110 years. The legislature was dominated by Republicans until the past twelve years. The Republicans when they realized they were no longer going to be able to control the legislature managed to pass some incredibly stupid measures that enable them to retain significant control of the budget setting process. These idiotic measures like requiring more than a majority vote to pass a budget have resulted in the current economic fiasco faced by the State.
But the Republican Party is not solely responsible. We all must look in to the mirror for that information. The initiative process has crippled this State to the point of near immobility. With less than forty percent of the total population voting on various issues, conservatives have managed to push through some absolutely crazy laws. For instance the use of term limits has ensured that no one will stay in office long enough to understand the issues much less deal with them. The requirement of a two thirds vote to pass various tax initiatives also stymied projects for years thus increasing their cot exponentially when they were finally approved. Our reluctance to sacrifice really big homes and SUVs and other extravagances have made individuals more and more insular and unwilling to support schools and infrastructure projects.
Yes when we go bankrupt we must not forget to thank the Republicans and ourselves for enabling it to happen.
